On August 08, 2024, the Government of Vietnam promulgated Resolution 122/NQ-CP regarding the July 2024 regular Government meeting.

To allow the use of level 2 eID accounts equivalent to physical documents in Vietnam

To be specific, for the task of "Focusing on the completion of institutions, laws, enhancing state management effectiveness, promoting administrative reform, creating a transparent and healthy business environment," the Government requires ministries, agencies, and localities according to their functions, tasks, and assigned powers to implement the following:

- Focus on reviewing, proposing handling plans for conflicting, overlapping, inadequate, and impractical mechanisms, policies, and legal regulations, thoroughly resolving difficulties, amending, and supplementing immediately the competent documents or proposing the Government, the Prime Minister to amend, supplement or report to the Steering Committee on reviewing, handling issues in the legal normative system for summarizing, proposing the Government to report to the competent authority.

- Prioritize resources to complete the draft laws for submission to the National Assembly for consideration and comments at the 8th session, ensuring the schedule; closely and effectively coordinate with the National Assembly's agencies in presenting, verifying, preparing reports, explaining, amending, and completing the draft laws.

- Accelerate the drafting process, promptly issue or submit to the Government, the Prime Minister to issue documents detailing the laws, ordinances, and resolutions that have come into effect. Proactively research and draft documents detailing the upcoming effective laws to prevent legal gaps due to late issuance.

- Effectively implement administrative procedure reform tasks and solutions according to Resolution 142/2024/QH15 and the Prime Minister's directives in Directive 16/CT-TTg 2024; promptly implement the plan to reduce and simplify administrative procedures, documents related to population management, business regulations, and decentralization in handling administrative procedures approved by the Government and the Prime Minister, as well as internal administrative procedure simplification plans as set out.

Strictly evaluate the policy impacts, administrative procedures, appraisal, verification of projects, drafts of legal normative documents, ensuring administrative procedure reform during the drafting of legal normative documents.

- The ministries and central authorities shall review the processes for handling administrative procedures in their respective sectors and allow the use of information and data integrated on eID cards and Level 2 eID accounts equivalent to the use, presentation of papers, documents containing that information; coordinate with the Ministry of Public Security to implement the use of the national data center's infrastructure, ensuring centralization, security, safety, and connection, sharing to serve the Government's common tasks of digital transformation, socio-economic development.

- Continue to promote the digitalization of records, administrative procedure resolution results, and the provision of online public services; upgrade the synchronous information technology infrastructure system from central to local levels meeting digital transformation requirements while fully implementing measures ensuring network information security; enhance the quality of the human resources handling administrative procedures.

Promote the construction, connection, integration, and sharing of information and data to serve the directives and administration of the Government and the Prime Minister, solve administrative procedures, and provide public services.
