On August 12, 2024, the Prosecutor General of the Supreme People's Procuracy issued Circular 02/2024/TT-VKSNDTC stipulating the emulation and commendation work in the People's Procuracy sector.
According to Article 11 of Circular 02/2024/TT-VKSNDTC, the emulation titles in the People's Procuracy sector from October 1, 2024 include:
- For individuals:
+ “National Emulation Soldier”;
+ “Emulation Soldier of the People's Procuracy”;
+ “Grassroots Emulation Soldier”;
+ “Advanced Worker”.
- For collectives:
+ “Government of Vietnam Emulation Flag”;
+ “Emulation Flag of the People's Procuracy”;
+ “Outstanding Labor Collective”;
+ “Advanced Labor Collective”.
The authority to recommend awarding emulation titles in the People's Procuracy sector from October 1, 2024 is stipulated as follows:
- The Prosecutor General of the Supreme People's Procuracy considers and decides: To recommend the Government of Vietnam to award the “Government of Vietnam Emulation Flag”; to recommend the Prime Minister of the Government of Vietnam to award the “Prime Minister's Commendation”, the title “National Emulation Soldier”.
- The Chief Prosecutor of the Central Military Procuracy, Heads of units under the Supreme People's Procuracy, Chief Prosecutors of the High People's Procuracies, Chief Prosecutors of the Provincial People's Procuracies consider and recommend the Prosecutor General of the Supreme People's Procuracy to award or propose the competent authority to award titles of emulation to collectives and individuals under their management.
- Heads of agencies and units in charge of emulation and commendation work are responsible for identifying outstanding, exemplary individuals and collectives to recommend to the competent authority for commendation.

Article 25 Circular 02/2024/TT-VKSNDTC stipulates the authority to decide on awarding emulation titles in the People's Procuracy sector from October 1, 2024 as follows:
- The Prosecutor General of the Supreme People's Procuracy decides to award the following emulation titles:
+ “Emulation Flag of the People's Procuracy”;
+ “Emulation Soldier of the People's Procuracy”;
+ “Outstanding Labor Collective” for units within the entire People's Procuracy sector;
+ “Advanced Labor Collective” for units under the Supreme People's Procuracy, High People's Procuracies, Provincial People's Procuracies;
+ “Grassroots Emulation Soldier”, “Advanced Worker” for Heads of units under the Supreme People's Procuracy, Chief Prosecutors of the High People's Procuracies, Chief Prosecutors of the Provincial People's Procuracies.
- The Prosecutor General of the Supreme People's Procuracy delegates the authority to Heads of non-legal entity units under the Supreme People's Procuracy to decide on awarding the following titles to collectives and individuals under their management:
+ “Advanced Labor Collective”;
+ “Grassroots Emulation Soldier”, “Advanced Worker” for individuals who are not Heads of units under the Supreme People's Procuracy.
- Heads of legal entity units under the Supreme People's Procuracy, Chief Prosecutors of the High People's Procuracies, Chief Prosecutors of the Provincial People's Procuracies decide to award the following emulation titles to collectives and individuals:
+ “Advanced Labor Collective” for collectives under their management;
+ “Grassroots Emulation Soldier”, “Advanced Worker” for individuals under their management who are not Heads of legal entity units under the Supreme People's Procuracy, Chief Prosecutors of the High People's Procuracies, Chief Prosecutors of the Provincial People's Procuracies;
