1. Content of inspection of results of land statistics and inventory in Vietnam

According to Clause 1 Article 21 of Circular 08/2024/TT-BTNMT, the content of inspection of results of land statistics and inventory in Vietnam includes:

- Completeness of documents and data of the land statistics and inventory result dossier;

- Completeness and accuracy of outlining land plots, determining land types, types of land users, and subjects assigned to manage land on the commune-level land inventory map;

- Completeness and accuracy of aggregating land plots in the list of land plots during the land statistics and inventory period compared to the land inventory map and the list of cases of changes during the land statistics and inventory period that have been reviewed and confirmed by the communal People’s Committee;

- Accuracy in aggregating data in the land statistics and inventory tables;

- Consistency of data between the land statistics and inventory tables and the commune-level land inventory map; among the land statistics and inventory tables of each level; and between the data tables and the land statistics and inventory result report;

- Quality of the land statistics and inventory result reports at all levels must ensure completeness in content as stipulated in Clauses 5, 6, 7, 8, 10, 11, 12, and 13 of Circular 08/2024/TT-BTNMT;

- Quality of current land use maps at all levels and commune-level land inventory maps must ensure accuracy and completeness as stipulated in Articles 16, 17, 18, and 20 of Circular 08/2024/TT-BTNMT.

2. Responsibility in inspecting results of land statistics and inventory in Vietnam

The responsibility for inspecting land statistics and inventory results in Vietnam according to Clause 2 Article 21 of Circular 08/2024/TT-BTNMT is as follows:

- Organizations and individuals directly conducting land statistics and inventory shall self-inspect and be responsible for the results during the implementation process;

- The communal People’s Committee shall self-inspect and approve the commune-level land statistics and inventory results;

- The agency responsible for land management at the district level shall be responsible for inspecting the commune-level land statistics and inventory results, self-inspecting, and submitting the district-level land statistics and inventory results to the district People's Committee for approval;

- The agency responsible for land management at the provincial level shall be responsible for inspecting the district-level land statistics and inventory results, self-inspecting, and submitting the provincial-level land statistics and inventory results to the provincial People's Committee for approval;

- The Department advising the Minister of Natural Resources and Environment on state management of land statistics and inventory shall inspect the land defense, land security statistics, and inventory results of the Ministry of Defense and the Ministry of Public Security, as well as the provincial-level land statistics and inventory implementation results.

3. Guidelines for Managing Land Statistics and Inventory Result Dossiers in Vietnam

The management of land statistics and inventory result dossiers according to Article 24 of Circular 08/2024/TT-BTNMT is as follows:

- Land statistics and inventory results, after being approved and announced by the competent authorities, shall be updated into the national land database.

- The dossier of land statistics and inventory results at commune, district, provincial, and national levels (in paper and digital form) as stipulated in Articles 22 and 23 of Circular 08/2024/TT-BTNMT shall be managed in accordance with the law on archives; documents used for inventory surveys that have been updated and adjusted for changes (in paper form) shall be managed up to the date of announcement of land inventory results.

- The commune-level land statistics and inventory result dossier shall be stored and managed at the commune People's Committee and the district-level land management agency.

- The district-level land statistics and inventory result dossier shall be stored and managed at the district and provincial land management agencies.

- The provincial-level land statistics and inventory result dossier shall be stored and managed at the provincial land management agency and the Ministry of Natural Resources and Environment.

- The national land statistics and inventory result dossier shall be stored and managed at the Ministry of Natural Resources and Environment.

- The management of land statistics, inventory data, and current land use maps shall be carried out in accordance with the provisions of the law on the construction, management, operation, and exploitation of the national land information system.
