On August 12, 2024, the Chief Procurator of the Supreme People's Procuracy issued Circular 02/2024/TT-VKSNDTC, stipulating the work of emulation and commendation in the People's Procuracy sector.

Procedures for requesting the award of Diploma of Merit of the Prime Minister of Vietnam in the People's Procuracy sector from October 1, 024

According to the provisions of Article 38 of Circular 02/2024/TT-VKSNDTC, the application and procedures for requesting the Diploma of Merit of the Prime Minister of Vietnam in the People's Procuracy sectorin Vietnam are as follows:

- The Application requesting the consideration for awarding or posthumously awarding the “Diploma of Merit of the Prime Minister of Vietnam” includes 02 sets (original), consisting of:

+ The submission of the proposing level;

+ The report on achievements of the cases proposed for commendation confirmed by the proposing level;

+ The minutes of the commendation review of the Emulation - Commendation Council of the proposing level;

+ For individuals or collectives proposed for commendation for sudden achievements with an impact within the People's Procuracy sector or receiving regional awards that contribute to the socio-economic development of the country, the application of scientific and technical advancements, social work, or humanitarian charity, there must be certification or confirmation from competent authorities or organizations about the achievements proposed for commendation;

+ Other related documents and materials as required by Article 30 of Circular 02/2024/TT-VKSNDTC (if any).

- Applications for commendation of foreign individuals and collectives, and Vietnamese individuals and collectives residing abroad include 01 set (original), consisting of: the submission of the Chief Procurator of the Supreme People's Procuracy; summary report on the achievements of individuals and collectives prepared by the Supreme People's Procuracy and the confirmation of the competent authority on obligations to the State of Vietnam as required by law (if any).

- Applications submitted by the Supreme People's Procuracy to the Ministry of Home Affairs (Central Emulation - Commendation Committee) include 01 set (original), consisting of:

+ The submission of the Chief Procurator of the Supreme People's Procuracy;

+ The report on achievements of the cases proposed for commendation confirmed by the Supreme People's Procuracy;

+ The minutes of the commendation review of the Emulation - Commendation Council of the People's Procuracy sector;

+ For individuals or collectives proposed for commendation for sudden achievements with an impact within the People's Procuracy sector or receiving regional awards that contribute to the socio-economic development of the country, the application of scientific and technical advancements, social work, or humanitarian charity, there must be certification or confirmation from competent authorities or organizations about the achievements proposed for commendation;

+ Other related documents and materials as required by Article 30 of Circular 02/2024/TT-VKSNDTC (if any).

2. Principles of emulation and commendation in the People's Procuracy sector in Vietnam from October 1, 2024

The principles of emulation and commendation in the People's Procuracy sector in Vietnam are specifically defined in Article 4 of Circular 02/2024/TT-VKSNDTC as follows:

- To comply with the provisions of Article 5 of the 2022 Law on Emulation and Commendation and Article 4 of Decree 98/2023/ND-CP.

- Focusing on unified leadership in the sector for the work of emulation and commendation of the People's Procuracy sector.

- Ensuring democracy, objectivity, substance, efficiency, and promptness; prioritizing commendation of small collectives and individuals directly performing tasks; regularly training and building collectives and individuals with many achievements, qualifying for commendation for high forms and replicating advanced examples; focusing on sudden commendation, discovering and selecting individuals and collectives with initiatives and outstanding achievements for commendation.

- When considering commendation for the head of an organization or unit, it is necessary to base on the achievements of the collective under the individual's responsibility (the commendation form for the head is not higher than that of the collective under that individual's responsibility during the working year).

More details can be found in Circular 02/2024/TT-VKSNDTC which comes into force in Vietnam from October 1, 2024.

Circular 01/2019/TT-VKSTC of the Chief Procurator of the Supreme People's Procuracy stipulating the work of emulation and commendation in the People's Procuracy sector (amending Circular 01/2020/TT-VKSTC) ceases to be effective from the date Circular 02/2024/TT-VKSNDTC takes effect in Vietnam.
