The district-level procedures for land inventory in Vietnam from August 1, 2024, is stipulated in Circular 08/2024/TT-BTNMT.

Implement district-level land inventory in Vietnam according to the precedures stipulated in Article 11 of Circular 08/2024/TT-BTNMT as follows:

(1) Preparation work:

- Develop a plan to carry out the land inventory in the district area;

- Create documents to direct and urge the execution of the land inventory;

- Disseminate and thoroughly grasp the tasks to the People's Committees at the commune level and the specialized departments of the district level regarding the land inventory implementation plan;

- Assess the current state of resources, technical equipment; assign responsibilities and coordination between relevant units at the district level to ensure content and time in accordance with regulations;

- Collect files, documents, maps, data related to land changes during the district-level land inventory period, district-level land use planning and zoning files, district administrative boundary files; previous land inventory results, annual land statistic results during the district-level land inventory period, and other related documents;

- Define the scope of the land inventory in the district;

- Classify, evaluate, and select the collected files, documents, maps, and data.

(2) Review and aggregate land changes during the inventory period for cases with changes in land type, land users, entities managing the land including procedures of land allocation, leasing, purpose change, and land recovery during the land inventory period for individuals and communities into the List of Changes for Land Statistics and Inventory year as stipulated in Appendix IV attached to Circular 08/2024/TT-BTNMT to send to the commune-level People's Committees, except units that have developed synchronous land databases at all levels.

(3) Print materials for the land inventory.

(4) Guide, inspect, urge, and resolve difficulties and obstacles during the organization and implementation of the land inventory at the commune level.

(5) Receive result of land inventory from commune level:

- Review and check the land inventory results of the commune level for completeness and content as per regulations;

- Instruct the commune level to revise, complete data, and report land inventory results (if any).

(6) Process and aggregate land inventory data at the district level, compile tables in Appendix I attached and prepare explanatory reports on current land use status according to clause 6, Article 10 of Circular 08/2024/TT-BTNMT.

(7) Prepare current land use status maps and explanatory reports for the district level in accordance with Articles 16, 17, 18, and 19 of Circular 08/2024/TT-BTNMT.

(8) Prepare district-level land inventory reports with the main content:

- Overview of natural, economic, and social conditions; implementation situation, source data, and documents used for land inventory compilation at the district level and assess the reliability of collected documents and data;

- Evaluate current land use status; assess the implementation of the 5-year land use plan of the district; analyze the causes of changes in the land inventory year with data from the two most recent land inventory periods;

- Evaluate the situation of inconsistencies in the administrative boundary lines identified during the land inventory period (if any);

- Propose and recommend measures to improve land management and use efficiency.

(9) Inspect and accept the district-level land inventory results.

(10) Complete and approve the district-level land inventory results.

(11) Copy and submit the district-level land inventory results.
