The People's Committee of Ho Chi Minh City has just issued Decision 49/2024/QD-UBND stipulating the expenditure levels for supporting activities to respond to and overcome the consequences of natural disasters from the Natural Disaster Prevention Fund in the locality.

Vietnam: Expenditure Levels for Supporting Response and Recovery from Natural Disasters from the Ho Chi Minh City Natural Disaster Prevention Fund

On August 1, 2024, the People's Committee of Ho Chi Minh City, Vietnam issued Decision 49/2024/QD-UBND detailing the expenditure content and support rate of the Ho Chi Minh City Disaster Prevention Fund for disaster response activities, disaster consequence mitigation, and disaster prevention activities in Ho Chi Minh City, Vietnam.

The expenditure content and support rate for disaster response and consequence mitigation activities from the Disaster Prevention Fund in Ho Chi Minh City are stipulated in Article 3 and Article 4 of Decision 49/2024/QD-UBND as follows:

* For Disaster Response Activities

- Evacuating residents from dangerous areas and providing medical care: implemented according to specific plans for disaster response and rescue operations approved by the competent authorities, with expenses based on actual occurrences.

- Supporting food and drinking water for evacuees: an expense of 80,000 VND per person per day.

- Patrolling and inspecting areas at risk of natural disasters, monitoring, and supporting disaster prevention force units: expenses (for overtime, night work, and on-duty shifts) according to Article 98, Article 106, and Article 108 of the Labor Code and Article 55, Article 57 of Decree 145/2020/ND-CP. (*)

- Support for forces mobilized for disaster response

+ Those not on government payroll: maximum daily expense for one person is twice the average daily wage based on the regional minimum wage as specified by the Government of Vietnam.

+ Those on government payroll: similar expense as specified in item (*).

* For Disaster Consequence Mitigation Activities

- Emergency relief for food, drinking water, medicine, books, study tools, and other urgent needs for disaster-affected individuals:

+ Food support: 15 kg of rice per person per month (support period not exceeding 3 months);

+ Drinking water support: 3 water bottles per person per month (20-litre bottles, support period not exceeding 3 months);

+ Medicine, books, study tools, and other urgent needs: expenses based on actual occurrences, with invoices and documents confirming compliance and the Fund's balancing capacity.

- Supporting repairs to medical facilities, schools, and houses used as evacuation sites for disaster prevention; removing items that pose a risk of natural disasters: maximum expense of 500,000,000 VND per facility (or item) and the Fund's balancing capacity.

- Supporting agricultural production recovery in disaster-hit areas: expenses as stipulated in Article 5 of Decree 02/2017/ND-CP on mechanisms and policies supporting agricultural production recovery in disaster-affected areas.

- Supporting environmental sanitation in disaster areas: maximum expense of 20,000,000 VND per ward - commune-level town/ per disaster event to conduct sterilization and disinfection to prevent disease spread.

- Ensuring unobstructed traffic for key land and railway segments in the area affected by landslides: maximum expense not exceeding 500,000,000 VND per facility and the balancing capacity of the Disaster Prevention Fund.

- Supporting emergency repairs, treatment, and construction of disaster prevention facilities: maximum expense not exceeding 03 billion VND within the total investment of one facility.
