On August 12, 2024, the Chief Procurator of the Supreme People's Procuracy of Vietnam issued Circular 02/2024/TT-VKSNDTC stipulating the emulation and commendation work in the People’s Procuracy Sector.

1. Authority to request the award of emulation titles in the People's Procuracy Sector in Vietnam from October 1, 2024

The authority to request the award of emulation titles in the People's Procuracy Sector in Vietnam from October 1, 2024 is specifically regulated in Article 24 of Circular 02/2024/TT-VKSNDTC as follows:

- The Chief Procurator of the Supreme People's Procuracy considers and decides:

+ To propose the Prime Minister to present to the President for awarding orders, medals, “Ho Chi Minh Prize”, “State Prize”, state honorary titles;

+ To propose the Government to award “Government Emulation Flag”; to propose the Prime Minister to award the “Certificate of Merit from the Prime Minister”, the title of “National Emulation Fighter”.

- The Chief Procurator of the Central Military Procuracy, heads of units under the Supreme People's Procuracy, Chief Procurators of the High-level People's Procuracies, and Chief Procurators of the Provincial People's Procuracies consider and propose to the Chief Procurator of the Supreme People's Procuracy to award or submit to the competent authority to award emulation titles and forms of commendation for collectives and individuals under their management.

- Leaders of agencies and units that advise and assist in emulation and commendation work are responsible for recognizing outstanding and exemplary individuals and collectives to propose to the competent authority for commendation.

2. Authority to decide on the award of emulation titles in the People's Procuracy Sector in Vietnam from October 1, 2024

According to the provisions in Article 25 of Circular 02/2024/TT-VKSNDTC, the authority to decide on the award of emulation titles in the People's Procuracy Sector in Vietnam from October 1, 2024 is as follows:

- The Chief Procurator of the Supreme People's Procuracy decides on awarding the following emulation titles and forms of commendation:

+ “Certificate of Merit from the Chief Procurator of the Supreme People's Procuracy”;

+ “Emulation Flag of the People’s Procuracy Sector”;

+ “Emulation Fighter of the People’s Procuracy Sector”;

+ “For the Cause of Procuracies” Commemorative Medal;

+ “Excellent Labor Collective” for units across the People’s Procuracy Sector;

+ “Advanced Labor Collective” for units under the Supreme People's Procuracy, High-level People's Procuracies, Provincial People's Procuracies;

+ “Grassroots Emulation Fighter”, “Advanced Labor” for heads of units under the Supreme People's Procuracy, Chief Procurators of High-level People's Procuracies, Chief Procurators of Provincial People's Procuracies.

- The Chief Procurator of the Supreme People’s Procuracy authorizes heads of non-legal entity units under the Supreme People’s Procuracy to decide on awarding the following emulation titles for collectives and individuals under their management:

+ “Advanced Labor Collective”;

+ “Grassroots Emulation Fighter”, “Advanced Labor” for individuals, excluding heads of units under the Supreme People’s Procuracy.

- Heads of legal entity units under the Supreme People's Procuracy, Chief Procurators of High-level People's Procuracies, Chief Procurators of Provincial People's Procuracies decide to award the following emulation titles and forms of commendation for collectives and individuals:

+ “Advanced Labor Collective” for collectives under their management;

+ “Grassroots Emulation Fighter”, “Advanced Labor” for individuals under their management, excluding heads of legal entity units under the Supreme People’s Procuracy, Chief Procurators of High-level People's Procuracies, Chief Procurators of Provincial People's Procuracies;

+ Certificates of Merit for collectives and individuals under their management.

More details can be found in Circular 02/2024/TT-VKSNDTC which comes into force in Vietnam from October 1, 2024.

Circular 01/2019/TT-VKSTC of the Chief Procurator of the Supreme People's Procuracy regulating emulation and commendation work in the People’s Procuracy Sector (amended by Circular 01/2020/TT-VKSTC) ceases to be effective from the date Circular 02/2024/TT-VKSNDTC becomes effective.
