The functions, tasks, and powers of the Central Military Commission in Vietnam are specified in Regulation 59-QD/TW of 2016, issued by the Central Executive Committee, as follows:

Functions of the Central Military Commission in Vietnam

Study and propose to the Central Executive Committee, the Politburo, and the Secretariat to decide on issues of military, defense, and cipher guidelines and tasks; leadership in all aspects of the Army.

Tasks of the Central Military Commission in Vietnam

- Studying and proposing to submit to the Central Committee, the Politburo and the Secretariat for decision on military, national defense and cipher guidelines and tasks, national defense plans, strategic operational plans; directions and tasks of building and consolidating the all-people national defense, building the People's Army and the Militia and Self-Defense Force; the strategy of building defense industry and equipping the Army; building a strategic rear; local military work; international integration and defense diplomacy; defense budget; mechanism of the Party leading the Army; major policies on party work and political work; regimes and policies of the Party and State towards the Army, Militia and Self-Defense Forces, and ciphers
and other issues that the Central Military Commission proposes to the Central Executive Committee, the Politburo, and the Secretariat for consideration and decision.

- Coordinating and guiding local party committees, party unions, party officials, and party committees directly under the Central Government to implement resolutions and directives of the Central Committee, the Politburo, and the Secretariat on military and national defense tasks, building the all-people national defense, the all-people defense posture in association with the people's security posture, building the militia and self-defense force, and a strong reserve force, and implementing military rear-end policy. The local Party committees, party unions, party cadres, and party committees under the Central Government are responsible for leading and implementing the guidance and inspection of the Central Military Commission on the above work contents.

- Leading the construction of the revolutionary, regular, elite, step-by-step modernized People's Army, taking political construction as the basis; ensure that the Army is always clean, politically, ideologically and organizationally strong, absolutely loyal to the Party, Fatherland and people, and steadfast in its goals of national independence and socialism; absolutely submit to the leadership of the Party, strictly abide by the Constitution, the laws of the State, the discipline of the Army, unite internally, stick closely with the people; have a higher level of combat readiness and combat strength, have the ability to command and win victory in all situations; is the core force together with the whole people to firmly defend the socialist Vietnamese Fatherland, maintain political security and social order and safety, and participate in national construction.

- Building a strong Military Party Committee on politics, ideology, and organization that strictly abides by the principles of democratic centralism, collective leadership, individual responsibility, self-criticism, and party activities. Leaders improve the quality and effectiveness of Party and political work, maintain and strengthen the party's absolute and direct leadership in all aspects of the Army.

- Leading the inspection and supervision work and carrying out inspection and supervision of the party organizations and party members under the management of the Central Military Commission; enforcing discipline and settling complaints and denunciations according to competence.

- Leading the logistics, technical, financial, planning - investment, and building defense industries step by step to meet the requirements of construction and combat for the Army. Strictly abide by the State's regulations on the management and use of weapons, equipment, finances, and assets of the Army, ensuring safety and efficiency, and preventing and combating corruption and waste.

- Head of defense intelligence work.

- Leading the building of a strong Government Cipher Committee, operating in accordance with its functions and tasks.

- Leading the Army to work in production and economic activities to achieve high productivity, quality and efficiency in line with the Party's line and viewpoint, and the State's policies and laws.

- Leading the task of compiling Army history and traditions; developing Vietnam's military arts and sciences, military science and technology, and military social sciences - humanities.

- Leading the work of international integration and foreign affairs in defense, judicial work, inspection, and legal work in the Army in accordance with the Party's viewpoints and lines, the Constitution, and the laws of the State.

- Convening the Congress of the Army's Party Committee; preparing to participate in the National Party Congress according to the resolutions and directives of the Central Committee, the Politburo, and the Secretariat.

While performing the above tasks, the following issues are necessarily discussed and decided by the Central Military Commission collective:

- Policies, programs and action plans to organize the implementation of resolutions of the National Party Congress, resolutions of the Military Party Congress and resolutions and directives of the Central Executive Committee and the Politburo , the Secretariat in the Military Party Committee; the program, working of the whole course, working regulations, leadership regulations on each work aspect of the Central Military Commission; Working Regulations of the Central Military Commission Inspection Committee; resolutions of the Central Military Commission on annual military and defense tasks and resolutions and directives on military and defense tasks related to central, local and national departments, ministries and agencies.

- Policy and measures to build the People's Army in all aspects.

- Policy on conducting party work and political work in the People's Army, Militia, Self-Defense Force, and the Government Cipher Committee.

- Policy to lead and decide on matters of cadre and cadre work in the Army according to the regulations of the Politburo and the Secretariat.

- Deciding the policy on the strategic plan of action; on the organization and staffing of the Army according to its competence; on planning and investment, management and use of defense land, using the budget to ensure military, defense and defense tasks in combination with the economy, building the defense industry.

- Development direction of Vietnam's military arts, science, and technology, and military social sciences - humanities.

Powers of the Central Military Commission in Vietnam

- To decide on the establishment and dissolution of directly subordinate party organizations.

- To propose issues about cadres and cadre work in the Army under the management of the Politburo and the Secretariat; decide to delegate authority to manage cadres in the Army according to their competence.

- To propose or decide on forms of commendation and discipline for party organizations and members according to the Party's Charter and regulations of the Central Committee, the Politburo and the Secretariat.

- Other issues proposed by the Standing Committee of the Central Military Commission to consider and decide according to the working regulations of the Central Military Commission.
