Recently, the Ministry of Health issued Official Dispatch 4068/BYT-KHTC in 2020 on the payment of health insurance for costs of performing COVID-19 testing.

According to Official Dispatch 4068/BYT-KHTC, it clearly states that those who have health insurance cards under the following circumstances will be covered by social insurance for COVID-19 testing costs, specifically:

- Patients who must undergo medical isolation measures, mandatory medical isolation and COVID-19 patients who are undergoing medical examination and treatment at medical facilities.- Cases where medical facilities prescribe tests according to the guidance of the Ministry of Health on diagnosing and treating acute respiratory infections caused by nCoV.

Regarding the test price specified in the annex issued with Circular 13/2019/TT-BYT, which regulates the uniform price of medical examination and treatment services covered by health insurance across hospitals of the same grade nationwide and provides guidance on applying prices and paying medical examination and treatment costs. The COVID-19 test prices are as follows:

- Testing for bacteria/viruses/fungi/parasites by Real-time PCR method: 734,000 VND/sample (Service number 1735 according to Appendix 3 issued with Circular 13/2019/TT-BYT).- Testing for bacteria/viruses/fungi/parasites by rapid test method: 238,000 VND/sample (Service number 1736 according to Appendix 3 issued with Circular 13/2019/TT-BYT).

Additionally, Official Dispatch 2146/BYT-BH dated April 17, 2020, issued by the Ministry of Health, regulates the payment of medical examination and treatment costs for those with health insurance cards who are under centralized medical isolation due to COVID-19 and require medical examination and treatment at medical facilities as follows:

- The state budget covers:- Medical examination and treatment costs due to COVID-19, including: consultation fees, bed charges, technical services, medicines, blood, infusion fluids, etc., according to Ministry of Health guidelines;- The co-payment part of medical examination and treatment costs for other diseases of those with health insurance cards;- Medical examination and treatment costs outside the coverage of the health insurance fund;- Costs for implementing medical isolation.

- The health insurance fund pays for part of the medical examination and treatment costs for other diseases within the coverage and benefit levels of health insurance as in the case of on-line medical examination and treatment, excluding costs covered by the state budget as specified above.
