Vietnam: Where can people change their card to Citizen ID card with chip? How long does it take to get the card?

I heard that from January 2021, the provinces have started to implement the issuance of Citizen ID Cards (CIDC) with chips across Vietnam. Therefore, where can I get my card changed to a chip Citizen ID Card and how long will it take for me to receive it?

Regarding this matter, Lawnet shall answer as follows:

(1) Where can people go to change their ID card/Citizen ID card with barcode to Citizen ID card with chip in Vietnam?

According to Article 26 of the Law on Citizen Identification 2014, citizens may choose any of the following places for carrying out procedures for grant, renewal or re-grant of citizen’s identity cards:

- The citizen identification management agency of the Ministry of Public Security;

- Citizen identification management agencies of Public Security Departments of provinces and centrally run cities;

- Citizen identification management agencies of Public Security Divisions of rural districts, urban districts, towns and provincial cities or equivalent administrative units;

- When necessary, competent citizen identification management agencies shall carry out procedures for the grant of citizen’s identity cards at communes, wards, townships, agencies, units or citizens’ places of residence.

(2) How long does it take for people to receive a Citizen ID card with a chip in Vietnam?

According to the provisions of Article 25 of the Law on Citizen Identification 2014, from the date of receipt of a complete dossier as prescribed, the citizen identification management agency must exchange the citizen's chip-based ID card for the citizen within the following time limit:

- City, town: no more than 07 working days;

- Highland mountainous districts, border areas and islands: no more than 20 working days;

- The remaining areas: no more than 15 working days.

Thus, people will receive a Citizen ID card with a chip in it after up to 07 working days (if in a city or town), after a maximum of 20 working days (if in highland mountainous districts, border areas, or islands), and up to 15 days for the remaining areas, from the date on which the citizen identification management agency receives complete and valid dossiers of the people.

Note: The law does not require all people to change from ID card / Citizen ID card to Citizen ID card with chip immediately if these papers still have the prescribed expiry date. After this time limit, people are required to change to the chip-mounted Citizen ID card. However, if people request to change to Citizen ID card with chip before ID card/Citizen ID card expires, it will still be resolved to change to Citizen ID card with chip.
