On 25/06/2024, the Government issued Decree 70/2024/ND-CP guiding the Law on Identification 2023, which includes new regulations on procedures for collecting, updating biometric information on DNA and voice in the Identification Database from July 01, 2024.

According to Article 13 of Decree 70/2024/ND-CP, information on physical characteristics, biometric information on fingerprints, facial photos, and iris are collected and updated when issuing, renewing, or reissuing citizen ID cards for citizens.

Accordingly, citizens can request to collect and update biometric information on DNA and voice directly at the identity management agency or through the national identification app.

  • Biometric information on DNA and voice collected in the Identification Database must meet the following conditions:

    • The agencies and organizations conducting testing, analysis, and data creation must meet the technical standards and specifications guided by the Ministry of Public Security;

    • The created information must ensure the legal value of the data message; ensure the unique identification of the citizen in the Identification Database.

  • The identity management agency under the Ministry of Public Security will coordinate with healthcare management agencies and relevant agencies to publicly announce the list of agencies and organizations that meet the specified conditions and receive biometric information on DNA and voice as prescribed through the electronic identification and authentication platform or through specialized equipment to transfer the received data to the Identification Database.

  • Procedures for collecting and updating biometric information on DNA into the Identification Database are as follows:

    • Citizens submit a request dossier to collect and update biometric information on DNA into the Identification Database to the identity management agency;

    • The request dossier includes: Request form for identity procedures; legal documents verifying the results of testing, analysis, and storage of biometric information on DNA by the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP (if any);

    • If the citizen's biometric information on DNA is already in the information system of the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP, within 07 working days from the date of receiving the citizen's request, the identity management agency is responsible for coordinating, checking, comparing, and verifying the accuracy of the information before collecting and updating it into the Identification Database;

    • If the citizen's biometric information on DNA is not in the information system of the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP, the identity management agency will notify the citizen in writing, stating the reasons and guide the citizen to collect and update biometric information on DNA into the information system of the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP.

  • Procedures for collecting and updating biometric information on voice into the Identification Database are as follows:

    • Citizens submit a request dossier to collect and update biometric information on voice into the Identification Database to the identity management agency;

    • The request dossier includes: Request form for identity procedures; legal documents verifying the results of capturing, analyzing, and storing the voice by the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP (if any); a written commitment ensuring normal health not affecting the voice as specified in subparagraph d of this paragraph;

    • If the citizen's biometric information on voice is already in the information system of the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP, within 07 working days from the date of receiving the citizen's request, the identity management agency is responsible for coordinating, checking, comparing, and verifying the accuracy of the information before collecting and updating it into the Identification Database;

    • If the citizen's voice information is not in the information system of the agency or organization specified in paragraph 5 of Article 13 of Decree 70/2024/ND-CP, the identity management agency will directly collect the biometric information on voice to update it into the Identification Database.
