1. What are the criteria for assessing the Learning Unit?
According to Clause 3, Article 2 of Circular 22/2020/TT-BGDDT, criteria for assessing Learning Units are the contents and requirements established to evaluate the implementation of lifelong learning in the units and assess the capacity and quality of civil servants, public employees, and workers in the learning society.
Specifically, learning units are agencies and organizations in which people are facilitated and have the need to self-study, study regularly, and learn together to broaden understanding across all spheres of social life.

2. Regulations on criteria for assessing the Learning Unit in Vietnam
The criteria for assessing learning units in Vietnam are specified in Article 5 of Circular 22/2020/TT-BGDDT, specifically as follows:
- Criteria on conditions for building a Learning Unit (maximum of 30 points).
+ The unit has a policy or plan for members to study regularly (maximum 10 points);
+ The unit has specific regulations to encourage members to study (maximum 10 points);
+ The unit is interested in investing resources, including finance, facilities, equipment, and guaranteed conditions, to meet the learning needs of its members (maximum 10 points).
- Criteria for members' learning results (maximum of 30 points).
+ 100% of members in the unit have an annual self-study and self-improvement plan approved by the unit leader (maximum 10 points);
+ 100% of members in the unit comply with labor discipline, working rules in the unit, and have a spirit of cooperation, solidarity, and exchange (maximum 05 points);
+ 100% of members in the unit have fully completed the compulsory training and learning program in accordance with state regulations (maximum 10 points);
+ 100% of members in the unit achieve the title of "Advanced Laborer" or more (maximum of 05 points).
- Criteria to evaluate the effectiveness and impact of building the Learning Unit (maximum of 40 points).
+ 100% of the members of the unit fully meet the competencies and qualities of the Learning Citizen (maximum of 25 points), including:
(i) Having a sense of compliance with the law; exercising citizenship rights and responsibilities towards family and society;
(ii) Having a commitment to lifelong learning for personal development;
(ii) Having a sense of organizing learning in families, clans, and communities;
(iii) Having a healthy lifestyle and respecting and harmonizing with the environment;
(iv) Knowing how to use foreign languages and information technology to meet job requirements;
(v) Having critical thinking, creativity, initiative, and problem-solving skills;
(vi) Respecting and implementing gender equality;
(vii) Understand and appreciate cultural diversity and behave culturally appropriately.
+ The unit has achieved the title of "Advanced Labor Collective" or higher (maximum 10 points);
+ Contributing to creating a knowledge-sharing environment with other units (maximum of 5 points).
3. Purpose of Assessing Learning Units in Vietnam
Specifically, in Article 3 of Circular 22/2020/TT-BGDDT, the assessment of Learning Units is carried out for the following purposes:
- Creating opportunities and conditions for members of the unit to study regularly and for life; building a model of citizen learning in the units as the core of building learning models in the community, contributing to building a learning society.
- Provide a basis for developing an implementation plan and mobilizing resources to support the learning and training needed to improve the quality and work efficiency of the members of the unit.
- As a basis for reviewing and evaluating the annual work results of the unit and its members.
