The Political Bureau consents to increase statutory pay rate, regional minimum wage from July 1, 2024; Will issue electronic identification Clause for children under 14 years old from July 1, 2024; ...are the prominent contents in the newly updated documents from June 24 - June 30, 2024.

1. The Politburo agrees to increase the statutory pay rate and regional minimum wage from 01/7/2024

This content is mentioned in Conclusion 83-KL/TW dated 21/6/2024 on wage reform; adjustment of pensions, social insurance benefits, preferential allowances for people with meritorious services, and social allowances from 01/7/2024, issued by the Central Committee.

For wage reform content according to Resolution 27-NQ/TW of 2018, the Politburo has concluded as follows:

- For enterprise sector

Implement fully 2 contents:

+ Adjust the regional minimum wage (monthly and hourly) according to the Labor Code (increased by 6% compared to 2023), effective from 01/7/2024.

+ Regulate the wage mechanism for state-owned enterprises in accordance with the content of Resolution 27-NQ/TW, effective from 01/01/2025 to align with the financial year of the enterprise.

- For officials and public employees and armed forces (public sector)

Based on the situation of the implementation of wage reform and pursuant to Resolution 27-NQ/TW of 2018, the Politburo assigned the Party Committee of the Government of Vietnam to direct the Government of Vietnam to implement public sector wage reform in a phased, reasonable, cautious, and feasible manner. Accordingly, implement several contents as follows:

+ Adjust the statutory pay rate from 1.8 million VND to 2.34 million VND (an increase of 30%) from 01/7/2024.

+ Implement bonus policies from 01/7/2024 (the bonus fund is 10% of the basic salary fund). Regulate bonus policies linked to the responsibility of the head of the agency or unit in evaluating and ranking the job performance of salary recipients, promptly motivating and encouraging officials and public employees and armed forces to enhance the quality and efficiency of their work, contributing to the effectiveness of the political system; avoid overlap with the regulations of the Law on Emulation and Commendation 2022.

+ Perfect policies to raise salaries in line with the transition to management and salary payment for officials and public employees and armed forces.

2. Electronic identification Clause will be issued to children under 14 from 01/7/2024

This is stated in Decree 69/2024/ND-CP dated 25/6/2024 regulating electronic identification and authentication issued by the Government of Vietnam.

To be specific:, agencies, organizations, Vietnamese citizens, and foreign individuals residing in Vietnam will be issued electronic identification Clause as follows:

- For Vietnamese citizens aged 14 or older who have been issued a citizen ID card or a valid citizen ID card, they will be issued electronic identification Clause level 01, electronic identification Clause level 02.

Vietnamese citizens aged 6 to under 14 who have been issued a citizen ID card will be issued electronic identification Clause level 01, electronic identification Clause level 02 upon request. Vietnamese citizens under 6 years old who have been issued a citizen ID card will be issued electronic identification Clause level 01 upon request.

- For foreigners aged 06 or older who have been issued a permanent residence card or temporary residence card in Vietnam, they will be issued electronic identification Clause level 01, electronic identification Clause level 02 upon request. Foreigners under 06 years old who have been issued a permanent residence card or temporary residence card in Vietnam will be issued electronic identification Clause level 01 upon request.

- For agencies and organizations established or registered to operate in Vietnam, they will be issued electronic identification Clause without distinguishing levels.

3. Cases of revocation and re-establishment of personal identification number from 01/7/2024

On 25/6/2024, the Government of Vietnam issued Decree 70/2024/ND-CP guiding the Identity Law 2023, which includes regulations on revocation and re-establishment of personal identification numbers.

Accordingly, there will be 04 cases of revocation and re-establishment of personal identification numbers from 01/7/2024, including:

(i) Re-determination of gender, correction of civic registration due to errors in birth year according to the law on civic registration and related laws;

(ii) Errors in information about place of birth registration, birth year, or gender of citizens when collected into the National Population Database;

(iii) Detection and handling by the identity management authority of the act of using fake documents, information, or data to be collected, updated with citizen information, issued identity cards, citizen ID cards, or citizen cards;

(iv) The civic registration authority revokes and cancels birth certificates issued in violation of the law.

4. Conditions for individuals practicing land price consulting

This regulation is mentioned in Decree 71/2024/ND-CP dated 27/6/2024 regulating land prices issued by the Government of Vietnam.

To be specific: individuals can practice land price consulting in organizations consulting on land prices if they meet the following conditions:

(i) Have graduated with a university degree or higher in fields or majors related to land management, cadastral, real estate, price assessment, economy, finance, accounting, auditing, or banking;

(ii) Have actual work experience in the fields or majors of their training for a minimum of 36 months from the date of obtaining a qualification in the fields or majors specified in (i) until the date of registration on the list of appraisers, modification, or addition to the list of appraisers;

(iii) Have a Certificate of completion of the training course on land pricing issued by training institutions specified in Clause 3 Article 36 of Decree 71/2024/ND-CP.

In cases where individuals have been issued a Price Appraiser Card according to the law on pricing, they do not need to meet the above conditions.

Decree 71/2024/ND-CP is effective from the date the Land Law 2024 comes into effect, except for Article 37 of Decree 71/2024/ND-CP which is effective from 27/6/2024.
