1. Additional 5 cases of adjustments to planning following simplified procedures in Vietnam
On February 11, 2025, the Government of Vietnam promulgated Decree No. 22/2025/ND-CP on amendments to Decree No. 37/2019/ND-CP on guidelines on the Law on Planning 2017 amended by Decree No. 58/2023/ND-CP.
According to Decree No. 22/2025/ND-CP, adjustments to planning following simplified procedures according to Points a and d Clause 2 Article 54a of the Law on Planning 2017 shall be carried out in one of the following cases:
- Implementation of Resolutions of the National Assembly of Vietnam on the assurance of national defense and security; arrangement of provincial administrative divisions, leading to changes to one or several contents of planning;
- Implementation of Resolutions of the National Assembly of Vietnam to implement national key projects, leading to changes to one or several contents of planning;
- Implementation of Resolutions of the Standing Committee of the National Assembly of Vietnam on the arrangement of administrative divisions of districts and communes, leading to changes to one or several contents of planning;
- Implementation of emergency projects under the law, leading to changes to one or several contents of national, regional, or provincial planning;
- Implementation of urgent tasks prescribed in Resolutions of the Government of Vietnam or Decisions of the Prime Minister of Vietnam, leading to changes to one or several contents of planning.

On February 10, 2025, the Government of Vietnam promulgated Decree No. 19/2025/ND-CP on guidelines on the Law on Investment 2020 regarding special investment procedures.
Fields applying special investment procedures prescribed in Decree No. 19/2025/ND-CP are as follows:
- Fields applying special investment procedures shall comply with Clause 1 Article 36a of the Law on Investment 2020. The operational purposes of investment projects applying special investment procedures according to Decree No. 19/2025/ND-CP shall be subject to the fields prescribed in Clause 2 Article 2 of Decree No. 19/2025/ND-CP.
- Investment projects in hi-tech zones shall meet the principles and criteria applied to projects implementing hi-tech operations according to the Law on High Technologies 2008 and regulations of the Government of Vietnam on hi-tech zones.

On February 7, 2025, the Minister of Education and Training of Vietnam promulgated Circular No. 03/2025/TT-BGDDT on guidelines for management councils in public service providers concerning education and training.
Specifically, the dismissal of the Presidents, Vice Presidents (if any), Secretaries, and members of management councils shall be carried out in one of the following cases:
- Having written requests from individuals requesting resignation from tasks;
- Having lost civil act capacity or having a restricted civil act capacity;
- Having inadequate health to carry out assigned tasks or having stopped working for medical treatment for more than 6 months but the working capacity has not recovered;
- Being convicted of a crime by a legally effective judgment or decision of the Court;
- Failing to meet the standards and conditions prescribed in Article 8 of Circular No. 03/2025/TT-BGDDT;
- Having two consecutive years of receiving results of “failing to complete tasks” of the assessment or classification of the quality of officials, public employees, or employees;
- Having written requests for dismissal from more than 50% of the total number of members of the management council;
- Committing other violations prescribed in the operational and organizational regulations of the public service provider or operational regulations of the management council;
- Having been transferred for work at other places or retired, resigned, or died;
- Other cases according to regulations of the CPV and the law.

On February 6, 2025, the Standing Committee of the National Assembly of Vietnam promulgated Resolution No. 67/2025/UBTVQH15 on grades, conditions of each grade, grade promotion, and the number and ratio structure of grades of Judges of People’s Courts.
According to the Resolution, the principles applied in the grade promotion of Judges of People's Courts prescribed in Resolution No. 67/2025/UBTVQH15 include:
- Ensuring that the grade promotion of Judges of People’s Courts is carried out through grade promotion assessment; conditions of each grade of Judges of People’s Courts based on the assigned job positions, quantity, and ratio structure of grades of Judges of People’s Courts at each level and other regulations of Resolution No. 67/2025/UBTVQH15;
- Ensuring publicity, transparency, objectivity, and compliance with the law;
- Ensuring that only the assessment for the grade promotion of Judges of People’s Courts to a higher grade adjacent to the current grade is carried out;
- Refraining from carrying out the assessment for the grade promotion of Judges of People’s Courts regarding cases of being under a period of disciplinary action or prosecuted, investigated, and trialed or implementing regulations concerning discipline according to regulations of the CPV and laws of the State.
