Recently, the Ministry of Labor, Invalids and Social Affairs has issued Circular 44/2018/TT-BLDTBXH regulating the minimum knowledge volume and competency requirements that learners must achieve upon graduation from intermediate or college levels for disciplines and professions in the field of computing and information technology.

Circular 44/2018/TT-BLDTBXH stipulates the skills that learners in the field of Computer Network Administration must achieve after graduating from college and intermediate levels as follows:

1. College Level

- Proficient in using basic information technology as prescribed;- Able to exploit applications on the network system;- Design, build, and deploy network systems for small and medium-sized enterprises;- Install, configure, and manage network systems using server operating systems;- Install, configure, and manage services: DNS, DHCP, RRAS, Web, Mail;- Accurately configure common network devices: Switch, Router, etc.;- Evaluate the security system and encrypt data;- Build and deploy firewall systems to protect the network system;- Maintain, repair, and upgrade both software and hardware of the network system;- Develop simple applications on the network system;- Evaluate and select wireless network system devices;- Maintain and troubleshoot wireless network system issues;- Mentor and guide junior technicians;- Record job logs and report work progress;- Implement industrial hygiene and occupational safety measures;- Communicate effectively through writing, presentations, discussions, negotiations, and mastering situations;- Manage teams, supervise small and medium-sized information technology systems;- Plan, assign, and supervise group work;- Manage incidents and emergency situations;- Proficient in basic foreign language skills, achieving level 2/6 in the Vietnamese Foreign Language Proficiency Framework; able to apply foreign languages in professional work in the field.

2. Intermediate Level

- Proficient in using basic information technology as prescribed;- Able to exploit applications on the network system;- Design, build, and deploy network systems for small and medium-sized enterprises;- Install, configure, and manage network systems using server operating systems;- Install, configure, and manage services: DNS, DHCP, RRAS, Web, Mail;- Maintain, repair, and upgrade both software and hardware of the network system;- Develop simple applications on the network system;- Install wireless networks;- Mentor and guide junior technicians;- Record job logs and report work progress;- Implement industrial hygiene and occupational safety measures;- Communicate effectively through writing, presentations, discussions, negotiations, and mastering situations;- Supervise small and medium-sized information technology systems;- Proficient in basic foreign language skills, achieving level 1/6 in the Vietnamese Foreign Language Proficiency Framework; able to apply foreign languages in some professional tasks in the field.
