Recently, Circular No. 34/2018/TT-BCT was issued by the Ministry of Industry and Trade on October 11, 2018, stipulating the inspection and acceptance of the volume of overburden in open-pit coal mining.
According to the new regulations, the determination of the volume of sludge, sedimented soil, and rock in the mining pit's bottom is carried out using the following method:
- Determining the height of the sludge, sedimented soil, and rock surface when the mining pit is still submerged is done using a water depth measuring device or by measuring with a ruler combined with specialized geodetic equipment.- In the case where the sedimented soil and rock in the mining pit originates from the mining site following the mine design and must be excavated during the period, the calculation and acceptance is conducted as if it were sedimented soil and rock within the mining site; in case it originates from outside the mining site, the determination is carried out according to a separate plan approved by the head of the organization or the individual mining coal/direct superior of the enterprise.- The density of the sludge, sedimented soil, and rock in the mining pit, as well as old dump soil and rock, is determined directly at the mining site or reused from previously determined results if they have similar characteristics. The determination of this density is decided by the head of the organization or the individual mining coal.
