According to the Circular 08/2020/TT-BGTVT regulation, at night, on waterways not yet declared for 24-hour/day operation, vessels must proactively shine lights to observe the situation through notification signals to ensure safe navigation.
Note: On waterways permitting nighttime navigation, it is mandatory to be equipped with a lighting system, ensuring illumination according to Subsection 1.9 of this Standard.
Additionally, Circular 087 lays out specific provisions in some special cases such as:
- At certain locations where water levels fluctuate over time, electronic signs with glowing or non-glowing letters are permitted to communicate information related to the navigational situation, guiding vessel movement to ensure safety, and identifying areas of active construction on inland waterways.
- In areas devoid of notification signals, if the vessel operator wishes to navigate according to a particular situation, they must research, consider, make their own decisions, and take responsibility to ensure vessel movement is safe.
- In the navigation spans of river overpass bridges, automatic clearance warning devices must be continuously operational 24/7 and connected online, with reverse water level markers painted; at night, the navigation span must be illuminated by an LED lighting system and equipped with adequate signals and warning indications.
