Recently, the Ministry of the Ministry of Labor, Invalids and Social Affairs of Vietnam issued Circular No. 50/2018/TT-BLDTBXH regulating the minimum knowledge requirements and competency that learners must achieve upon graduation from intermediate and college levels in the fields of mining engineering and other technical fields.

Circular 50/2018/TT-BLDTBXH specifies that the profession of High-Level Ground Construction Machinery Operation at the college level involves tasks such as operating and maintaining various types of dozers, excavators, rollers, graders, and other related machinery to construct the foundations of civil, industrial, traffic, irrigation, and hydroelectric projects, while adhering to technical standards, ensuring labor productivity, technical safety, and environmental sanitation, meeting level 5 requirements in the Vietnam National Qualifications Framework. The minimum knowledge volume for this industry is 2,500 hours (equivalent to 90 credits), which includes the following knowledge:
Describe the structure and operating principles of various types of excavators, dozers, rollers, graders, pile drivers, and related machinery;
Identify technical characteristics and compare the technical specifications of various types of excavators, dozers, rollers, graders, pile drivers, and related machinery;
Analyze some common faults, inspect, and repair ordinary failures of various types of excavators, dozers, rollers, graders, pile drivers, and related machinery;
Describe the uses, classification, preservation methods, and usage of materials used in ground construction;
Describe regular and periodic maintenance procedures for various types of excavators, dozers, rollers, graders, pile drivers, and related machinery;
Describe the method for reading construction drawings;
Describe the method for using surveying tools and equipment in ground construction;
Describe methods for calculating construction volume;
Describe the principles of selecting ground construction machinery;
Analyze organizational and managerial methods in construction operations;
Analyze methods for operating various types of excavators, dozers, rollers, graders, pile drivers, and related machinery;
Analyze common incidents and handling measures during construction;
Analyze quality inspection, evaluation, acceptance, and handover procedures;
Describe labor safety and sanitation regulations;
Describe basic knowledge of environmental protection, efficient use of energy and resources;
Describe basic knowledge of politics, culture, society, law, national defense, and physical education as prescribed.
