03 groups of indicators for evaluating the environmental protection results of provinces and cities in Vietnam

The set of indicators is structured into three groups:

- Evaluation of the level of implementation of state management tasks concerning environmental protection.

- Evaluation of environmental protection efforts, ecosystem vitality protection, and climate system protection.

- Evaluation of citizens' satisfaction with the quality of the living environment.

Purpose, requirements, and scope of evaluation of environmental protection results in Vietnam

Purpose:

- To evaluate the results of the implementation of environmental protection goals and tasks, and the level of citizen satisfaction with the quality of the living environment in provinces and centrally governed cities (hereinafter referred to as localities).

- To assess the effectiveness and efficiency of state management efforts in environmental protection; to raise awareness, sense of responsibility, and encourage efforts from state management agencies and citizens in environmental protection activities.

Requirements:

- The set of indicators evaluating the environmental protection results of localities (hereinafter referred to as the Indicators Set) must adhere to the orientations, policies, and laws on environmental protection, and the system of statistical indicators at all levels; prioritizing the evaluation of current urgent environmental protection goals and tasks.

- The Indicators Set must ensure scientific integrity, feasibility, and be suitable with the local real conditions, providing a genuine and objective evaluation of the environmental protection results of the localities.

- Ensure the participation of organizations and individuals in the evaluation process.

- Establish a comprehensive, unified monitoring and evaluation system for the environmental protection results of the localities to serve state management efforts in environmental protection.

Scope of Evaluation, Applicable Subjects

- Scope of evaluation: Evaluate the results of implementing goals and tasks concerning the protection of the quality of the living environment, protection of ecosystem vitality, climate system protection, state management capabilities in environmental protection, and citizens’ satisfaction with the quality of the living environment in the year for the localities.

- Applicable subjects: People's Committees of provinces and centrally governed cities.
