This is the main content stipulated in Circular 249/2010/TT-BQP guiding the procedures for production of estimates, payment, and finalization of budget for vocational training support for discharged soldiers under Decision 121/2009/QD-TTg issued by the Ministry of Defense of Vietnam.

Article 4 of Circular 249/2010/TT-BQP stipulates the procedures for the production of estimates, payment, and finalization of budget for vocational training support for discharged soldiers in Vietnam as follows:
- Annually, based on the vocational training targets assigned by the Chief of the General Staff; the number of discharged soldiers registered for vocational training, and the standards, norms, and value of the Vocational Training Card, vocational training institutions prepare estimates of expenses for vocational training support for discharged soldiers (according to form No. 1 attached to this Circular) and send them to the immediate superior financial authority (for non-military vocational training institutions, send to the Provincial Military Command), then to the Financial Department of the Ministry of Defense for aggregation and submission to the Ministry of Finance under the Law on State Budget.
- Based on the class opening decision of the competent authority (including the list of trainees, confirmed by the same-level military authority) and the vocational training expenditure norms stipulated by the Ministry of Defense at the time of class opening, vocational training institutions prepare estimates of expenses for vocational training support for discharged soldiers (according to form No. 2 attached to this Circular) and send them to the immediate superior financial authority (for non-military vocational training institutions, send to the Provincial Military Command), then to the Financial Department of the Ministry of Defense; the Financial Department of the Ministry of Defense aggregates, cooperates with functional agencies, submits to the Ministry for approving the estimate and ensuring funds as prescribed.
- For discharged soldiers participating in the short-term vocational training course (Vocational Training Card): Upon completion of the course, vocational training institutions prepare a Comprehensive Report on Finalizing Expenditures for Vocational Training Support for discharged soldiers (according to form No. 3 attached to this Circular), along with the following documents:
+ Demobilization Decision (certified photocopy);
+ National ID card (certified photocopy);
+ "Vocational Training Card": Original with "TRAINED" stamp;
+ Class opening decision (photocopy) with a list of trainees with Cards;
+ Graduation recognition decision for trainees.
- For discharged soldiers participating in College or Intermediate vocational training: By December 31 each year or upon course completion, vocational training institutions prepare a Comprehensive Report on Finalizing Expenditures for Vocational Training Support for discharged soldiers (according to form No. 3 attached to this Circular), along with the following documents:
+ Demobilization Decision (Certified photocopy);- National ID card (Certified photocopy);
+ Military Personal Record (Certified photocopy);
+ Class opening decision (Photocopy) with a list of trainees;
+ At course completion, send the Graduation Recognition Decision to trainees;
- Vocational training institutions submit complete documents to the immediate superior financial authority (for non-military vocational training institutions, send them to the Provincial Military Command) and then to the Financial Department of the Ministry of Defense.
+ Funds for vocational training are paid to vocational training institutions according to the vocational training expenditure norms.
+ In cases where the short-term vocational training course expenditure norm is higher than the card value, trainees pay the difference to the vocational training institution; if the short-term vocational training course expenditure norm is lower than the card value, trainees do not receive the cost difference.
+ If trainees cannot complete the entire course and do not meet the requirements for graduation certification according to regulations, the vocational training institution is paid 50% of the vocational training expenditure norm.
The Financial Department of the Ministry of Defense reviews and confirms the finalization according to the current procedures and regulations; aggregates reports to the Ministry and submits to the Ministry of Finance before submitting to the Government of Vietnam for approval.
