On July 31, 2024, the Prime Minister of the Government of Vietnam issued Decision 12/2024/QD-TTg on mechanisms, policies for job creation, and vocational training for former holder of the expropriated land.

1. Support for vocational training for former holder of the expropriated land in Vietnam from August 1, 2024

According to the provisions of Article 5 of Decision 12/2024/QD-TTg, the support for vocational training for former holder of the expropriated land is as follows:

- former holder of the expropriated land participating in elementary-level vocational training or training under 3 months are supported according to the regulations of the Prime Minister of the Government of Vietnam on policies for supporting elementary-level vocational training, training under 3 months.

- former holder of the expropriated land participating in intermediate or college-level vocational training are supported with tuition fees for one course.

The supported tuition fees are equal to the actual tuition fees of the vocational education institution but not exceeding the maximum tuition fees for public vocational education institutions that do not yet ensure regular expenditures as prescribed by law.

- former holder of the expropriated land participating in elementary-level vocational training, training under 3 months, intermediate or college-level can access student credit loans.

The lending method, loan amount, loan term, interest rate, application dossier, and lending procedures are implemented according to the regulations of the Prime Minister of the Government of Vietnam on credits for students.

- The funds for vocational training support stipulated in clauses 1 and 2 of Article 5 of Decision 12/2024/QD-TTg are included in the vocational training, career change, and job-finding plans and counted in the project's investment costs or the total cost of compensation, support, and resettlement plan approved by the competent state authority.

- former holder of the expropriated land are supported with vocational training once according to the policy stipulated in Article 5 of Decision 12/2024/QD-TTg.

2. Support for working abroad under contract for former holder of the expropriated land in Vietnam from August 1, 2024

Support for working abroad under contract for former holder of the expropriated land in Vietnam is specifically stipulated in Article 7 of Decision 12/2024/QD-TTg as follows:

- People with agricultural land acquisition going to work abroad under contracts are supported according to the regulations of the Government of Vietnam on policies for supporting laborers going to work abroad under contracts.

- People with commercial land acquisition going to work abroad under contracts are supported like laborers with agricultural land acquisition as stipulated in clause 1 of Article 7 of Decision 12/2024/QD-TTg.

- The funds for supporting work abroad under contracts stipulated in clauses 1 and 2 of Article 7 of Decision 12/2024/QD-TTg are included in the vocational training, career change, and job-finding plans and counted in the project's investment costs or the total cost of compensation, support, and resettlement plan approved by the competent state authority.

- former holder of the expropriated land are supported to go to work abroad under contracts once according to the policy stipulated in Article 7 of Decision 12/2024/QD-TTg.

Refer to Decision 12/2024/QD-TTg effective from August 1, 2024, replacing Decision 63/2015/QD-TTg of the Prime Minister of the Government of Vietnam on policies for supporting vocational training and job creation for workers with land acquisition.
