Vocational training support for persons whose land is expropriated in Vietnam

The policy for vocational training support for persons whose land is expropriated in Vietnam is as follows:

(1) persons whose land is expropriated participating in primary-level vocational training, training courses under 3 months, will be supported according to the regulations of the Prime Minister of the Government of Vietnam on policies supporting primary-level vocational training, training courses under 3 months.

(2) persons whose land is expropriated participating in intermediate-level and college-level vocational training will be supported with tuition fees for one course.

The supported tuition fee amount is equal to the actual tuition collected by the vocational educational institution but does not exceed the tuition ceiling for public vocational educational institutions that have not yet ensured regular expenditure coverage as prescribed by law.

(3) persons whose land is expropriated participating in primary-level vocational training, training courses under 3 months, intermediate-level, and college-level vocational training can receive student loan credit.

The method of lending, loan amount, loan term, loan interest rate, documentation, and procedures, and loan process will be implemented in accordance with the regulations of the Prime Minister of the Government of Vietnam on credit for students.

(4) The funding for vocational training support specified in clauses (1) and (2) is built into the training, job transition, and job search plan and is included in the project's investment cost or the total compensation, support, and resettlement plan cost approved by the competent state authority.

(5) persons whose land is expropriated are supported with vocational training once according to the aforementioned policy regulations.

Persons whose land is expropriated include:

- Individuals from households or individuals supported under the provisions of clause 2, Article 109 of the Land Law 2024 and its detailed regulatory documents (individuals with agricultural land repossessed);

- Individuals from households or individuals under the provisions of clause 3, Article 109 of the Land Law 2024 (individuals whose business land is expropriated).

Decision 12/2024/QD-TTg will take effect in Vietnam from August 1, 2024.
