Vietnam: Conditions for national defense workers to participate in vocational skills test (level 1-4)

According to Article 23 of the Circular No. 142/2020/TT-BQP of the Ministry of National Defense of Vietnam, conditions for national defense workers to participate in vocational skills test (level 1-4) are as follows:

- National defense workers in need are examined, assessed and granted certificates of vocational skills at the level 1 occupational skill level of a profession.

In order to be tested, assessed, and granted a certificate of vocational skills at the level 1 vocational skill level of a profession, national defense workers must have a primary certificate or a technical worker's degree corresponding to the occupation under examination and have worked continuously in the occupation specified in Appendix 1 issued together with Circular No. 142/2020/TT-BQP (hereinafter referred to as Appendix 1).

- To be examined, assessed and granted a certificate of occupational skills at the level 2 occupational skill level of a profession, national defense workers must satisfy one of the following conditions:

+ Possessing a certificate of vocational skill level 1 or a certificate of elementary level, a technical worker's degree corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Completed an intermediate, vocational or professional intermediate program corresponding to the examination profession.

- In order to be examined, assessed and granted a certificate of occupational skills at the level 3 of a profession, national defense workers must meet one of the following conditions:

+ Possessing a certificate of vocational skill level 2 or a diploma of intermediate, vocational intermediate or professional intermediate level corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Possessing a certificate of vocational skill level 1 or a certificate of elementary level, a technical worker's degree corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Completed the college or vocational college program corresponding to the test occupation.

- To be examined, assessed and granted a certificate of occupational skills at the level 4 occupational skill level of a profession, national defense workers must meet one of the following conditions:

+ Possessing a certificate of vocational skill level 3 or a diploma of a college or vocational college corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Possessing a certificate of vocational skill level 2 or a diploma of intermediate, vocational intermediate or professional intermediate level corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Possessing a certificate of vocational skill level 1 or a certificate of elementary level, a technical worker's degree corresponding to the occupation under examination and having worked continuously in the occupation specified in Appendix 1;

+ Completed the university program corresponding to the examination profession.
