Vietnam: Procedures for granting, renewing, re-granting and revocation of vocational skill certificates of national workers

Recently, the Ministry of National Defense of Vietnam has issued the Circular No. 142/2020/TT-BQP stipulating contents and methods of organization of examination and assessment of vocational skill level improvement; issue certificates of vocational skills and conditions for exemption from examination and assessment of occupational skills for national defense workers.

According to Article 34 of the Circular No. 142/2020/TT-BQP of the Ministry of National Defense of Vietnam, procedures for grant, renewal, re-issuance and revocation of vocational skill certificates are specified as follows:

1. National defense workers who fully satisfy the conditions specified in Article 32 of this Circular shall be granted vocational skill certificates.

Within 07 (seven) working days from the date of receipt of the request for grant of a vocational skill certificate from the Chairman of the Council for Examination of Vocational Skill Levels, the competent authority specified in Article 33 of this Circular is responsible for examining, comparing and issuing certificates of vocational skills.

2. Vocational skill certificates are granted and exchanged when the information on the certificate is incorrect or damaged or torn; reissued in case of loss:

- The applicant for the renewal or re-grant of a vocational skill certificate shall make an application and send it to the head of the agency or unit directly managing it. The heads of the directly managing agencies or units shall make a list and send it to the competent authorities specified in Article 33 of this Circular for granting or re-granting vocational skill certificates;

- Within 07 (seven) working days from the date of receipt of the list of the head of the agency or unit applying for renewal or re-issuance, the competent authority specified in Article 33 of this Circular, is responsible for examining, comparing and granting and re-granting vocational skill certificates.

3. In case the grant is not granted or has not been granted, a written reply clearly stating the reason.

4. Vocational skill certificates are revoked and canceled when the Examination Council detects that the certificate holder has forged information on the declaration of registration for participation in the examination and assessment of vocational skills.
