Vietnam: 14 spending tasks in 2012 granted in the form of payment orders

This is an important content of the Circular No. 177/2011/TT-BTC of the Ministry of Finance of Vietnam on organization and implementation of state budget estimates in 2012, issued on December 06, 2011.

According to Article 8 of the Circular No. 177/2011/TT-BTC of the Ministry of Finance of Vietnam, issuing a money order in the form of a payment order for the following expenditure tasks:

- Expenditure on capital transfer for lending in accordance with social policies of the State (the poor, ethnic minorities with special difficulties to improve housing, develop production, export labor etc.) and other programs, projects as decided by the Government.

- Expenses to transfer funds to Vietnam Social Security to pay pensions and social insurance benefits.

- Share capital contribution to international financial institutions.

- Paying for charter capital and support for financial institutions of the State according to the provisions of law.

- Expenses to offset the difference in interest rates on state investment credits and preferential credit policies for poor households, ethnic minorities and policy beneficiaries.

- Spending on investment promotion and tourism.

- Expenses to support public and defense enterprises.

- Expenses for supplementing national reserves and preserving national reserve goods (for important goods assigned by the State to enterprises to reserve).

- Expenses for the East Sea and Islands Program (budget allocated to ministries and branches for implementation).

- Expenses for the performance of special tasks and other expenditures are granted in the form of payment orders from the Public Security and National Defense agencies under decisions of competent agencies.

- Expenses to ensure the operation of agencies of the Communist Party of Vietnam.

- Unscheduled aid expenditure of the State to foreign countries; expenditures to support other localities to overcome the consequences of natural disasters, floods, and disease prevention.

- Subsidizing prices, subsidizing freight, sponsoring, placing orders according to the State's policies, or performing tasks assigned by the State to enterprises and units that do not regularly deal with the State Treasury.

- Revenues and expenditures of the budget according to the regime.
