Two Primary Funding Sources for Agricultural Extension Activities in 2020

Circular 75/2019/TT-BTC regulates the sources of funding for the implementation of agricultural extension activities as stipulated in Decree 83/2018/ND-CP dated May 24, 2018, of the Government of Vietnam concerning agricultural extension, which includes the following sources:

First, the regular expenditure budget according to the provisions of the Law on State Budget for agricultural extension activities, including:

- The Central budget ensures funding for central agricultural extension activities and agricultural technology transfer managed and organized by the Ministry of Agriculture and Rural Development.- The local budget ensures funding for local agricultural extension activities and agricultural technology transfer managed and organized by the Provincial, City People's Committees directly under the Central Government, and the District and Commune-level People's Committees.

Second, funding integrated with other programs and projects to achieve the objectives of agricultural extension.

Besides funding from the state budget, the State encourages organizations and individuals to use other legal sources of funding in accordance with the law to implement agricultural extension activities. Units are allowed to apply the provisions of this Circular when using other legal sources of funding to carry out agricultural extension activities.
