This is one of the important provisions stipulated in Circular 16/2014/TT-BNV Guidelines for the transfer and receipt of archival documents into historical archives at all levels, issued on November 20, 2014.

The transfer, receipt, and management of archive documents preserved at district-level archives are regulated as follows:
District-level Home Affairs Department is responsible for cooperating with the provincial historical archive to review and select records and documents of permanent value from each document archive, compile them into a Directory of archived documents to be submitted, and complete the handover procedures to the provincial historical archive for management.
- Documents not included in the submission to the provincial historical archives that are preserved at district-level archives are directly managed by the Home Affairs Department and stored until the end of their retention period.
- For documents deemed expired or beyond the retention period as regulated, the Home Affairs Department is responsible for advising the district People's Committee to review and complete the destruction procedures according to the provisions of Article 28 of the Archive Law.
