Ministry of Home Affairs, the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Vietnam Veterans Association issued a joint program to measure people's satisfaction with the service of state administrative agencies in the period of 2023–2026.

Regarding the goal:

**General objective:

In order to contribute to providing objective information based on people's feedback to the Government, local authorities, and state administrative agencies at all levels to serve as a basis for determining solutions to build a service-oriented, people-centered administration through the coordination between the Ministry of Home Affairs, the Standing Committee of the Central Committee of the Vietnam Fatherland Front, and the Central Vietnam Veterans Association.

**Detail goal:

- The implementation of measuring people's satisfaction with the service of state administrative agencies (hereinafter referred to as people's satisfaction measurement) in the period of 2023–2026, chaired by the Ministry of Home Affairs and supervised by the Standing Board of the Central Committee of the Vietnam Fatherland Front and the Central Vietnam Veterans Association, ensuring efficiency and quality.

- The information and propaganda about the purposes, requirements, and results of measuring people's satisfaction as well as the rights and responsibilities of the people in the supervision and feedback to state administrative agencies in the period of 2023–2026 will be implemented by the Standing Committee of the Central Committee of the Vietnam Fatherland Front and the Central Committee of the Vietnam Veterans Association through the activities of the organization, thereby encouraging participation in surveys to measure people's satisfaction in a positive and responsible manner.

Requirements of the Coordination Program:

- The coordination program is built on the basis of conformity with the functions, tasks, responsibilities, powers, and consensus of the three agencies. The content of coordination ensures compliance with the guidelines of the party and the policies and laws of the State.

- The implementation of the coordination program ensures the right content, on schedule, publicity, transparency, timeliness, efficiency, and savings.

- Annually, the three agencies evaluate the implementation of the Joint Program to draw lessons for the next year; in 2026, they will review the implementation of the Joint Program.

- The three agencies are proactive, active, responsible, supportive, respectful of each other, and have exchanges and consensus in the process of performing tasks. The agency in charge of the task takes the initiative in collecting the opinions and consensus of the coordinating agencies.

Regarding the content of implementing the Coordination Program

1. Develop methods to measure people's satisfaction; research, adjust, and supplement the criteria for measuring people's satisfaction; organize the implementation of measuring people's satisfaction in accordance with the requirements of state administrative reform, annual practice ;

2. Annual survey to measure people's satisfaction nationwide;

3. Data entry, synthesis, and analysis; prepare an annual report on the measurement of people's satisfaction;

4. Publication of the annual People's Satisfaction Index;

5. Inform and propagate the purpose, content, and results of measuring people's satisfaction and people's rights and responsibilities, and give feedback to state administrative agencies every year in the process of commenting on and monitoring the implementation of the assessment.

6. Summarize the implementation of the Coordination Program.
