Article 14 of Decree 70/2010/ND-CP stipulates regulationn on nuclear control in Vietnam as follows:

- For a nuclear power plant, the following objects and places are subject to nuclear control:

• Nuclear fuels;

• Nuclear materials and equipment;

• Places for storage and disposal of nuclear materials.

- Organizations with nuclear power plants shall:

• Conduct nuclear accounting and periodically report on nuclear accounting results at the request of the radiation and nuclear safety agency;

• Take measures to supervise nuclear fuels;

• Keep nuclear accounting dossiers throughout the lifetime of their plants;

• Submit to inspection by competent state agencies and related international organizations;

• Comply with other regulations on nuclear fuel sources.

- International inspection:

• The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with concerned agencies and organizations in, reaching agreement with the International Atomic Energy Agency on the form of and the plan on international inspection of objects and places subject to nuclear control; Concerned agencies and organizations shall abide by the international inspection plan.

In addition, the Ministry of Science and Technology shall promulgate and specifically guide the process and procedures for nuclear control and annually report on nuclear control at nuclear power plants to the Prime Minister.

More details can be found in Decree 70/2010/ND-CP, which comes into force from August 10, 2010.
