On December 16, 2024, the Prime Minister of the Government of Vietnam issued Decision No. 1576/QD-TTg approving the implementation plan for the network planning of medical facilities for the period 2021-2030, with a vision to 2050 in Vietnam.
The Prime Minister of the Government of Vietnam approves the implementation plan for the network planning of medical facilities for the period 2021-2030, with a vision to 2050 in Vietnam, with the main contents as follows:
(1) Implementation of Projects according to the Planning
* Projects using public investment funds
Projects using public investment funds are determined based on the following principles:
- Compliance with the provisions of the Law on Public Investment, the Law on State Budget, and relevant authoritative documents regarding public investment.
- Effective use of public investment to activate, mobilize, and attract all social resources, especially private resources, to participate in the development investment projects for medical facilities as planned.
- Prioritization of public investment in developing infrastructure for medical facility networks in economically disadvantaged areas, remote regions, borders, seas, islands, and areas restricted by revenue streams: preventive care, tuberculosis hospitals, leprosy, mental health, etc.
- The state invests and has appropriate incentives to encourage businesses and research facilities to participate in investing in specialized laboratories for drug research and development.
- Projects to build, upgrade specialized high-tech hospitals and hospitals tasked with regional functions should utilize public investment funds in accordance with Resolution No. 90/NQ-CP dated June 16, 2023, issued by the Government of Vietnam deploying the action program of the Government to implement Resolution No. 81/2023/QH15 of the National Assembly on the National Overall Planning for the period 2021 - 2030, with a vision to 2050, and the Plan to implement the National Overall Planning for the period 2021 - 2030, with a vision to 2050.
* Investment projects using other funds besides public investment funds
- Encouragement of private investment to develop advanced, modern technical services, on-demand services meeting the healthcare needs of the people, including those with high income and foreigners.
- Attraction of social resources through various forms: private medical facility investments; investments in public-private partnership methods; borrowing, leasing, renting assets; sponsorships, aids from domestic and foreign organizations, individuals; other forms as regulated by law on public asset management and usage and other related laws.

(2) Mechanisms, Policies, Proposals for Planning Implementation
- Development and completion of legal frameworks associated with rigorous and effective law enforcement, providing legal foundations for implementing the medical facility network planning. Development of special mechanisms and policies for healthcare development, elevating the quality of human resources.
- Continuous review, arrangement, conversion, and reorganization of public service provider health agencies; adjustment of functions, tasks to ensure responsiveness, streamlined, effective public service providers in accordance with Resolution No. 19-NQ/TW dated October 25, 2017, by the Central Committee of the Communist Party, session XII.
- Development of healthcare human resources, scale development, improvement of training quality in health sector educational institutions ensuring the demand for human resources in doctors, pharmacists, nurses in both quantity and professional proficiency. Review of human resource structuring based on job position requirements in each field, focusing on increasing the number of epidemiology experts, public health, and specialized areas for developing laboratories as well as other fields relevant to controlling factors affecting health due to climate change, environment, and society.
- Promoting innovation in healthcare based on large database platforms and application of artificial intelligence in medicine, promoting new scientific, technological achievements application in prevention and treatment, in drug, vaccine, medical equipment research, development, and production. Enhancing potential, focusing on prioritizing development of high application capacity technologies, particularly digital health, artificial intelligence in key areas such as biotechnology, pharmaceuticals, biomedical electronics.
- Enhancing cooperation in professional expertise, high-quality training and cooperation in expert exchange, technology transfer, development of in-depth medical research.

(3) Land Use Plan
- Implement Resolution No. 39/2021/QH15 of the National Assembly on National Land Use Planning for the period 2021 - 2030, with a vision to 2050, National Land Use Plan for 5 years 2021-2025, the target for medical facility construction land belonging to national infrastructure development land is 9.9 thousand hectares by 2025 and 12.04 thousand hectares by 2030 (an increase of 4.62 thousand hectares compared to the current situation in 2020).
- Based on national land use plans, national level plans for the period 2021 - 2030, with a vision to 2050, and related legal regulations, ministries, peer agencies, and People's Committees of localities are responsible for organizing allocation and arrangement options for medical facility land funds ensuring cost-effectiveness and efficiency.
(4) Resources for Planning Implementation
- Mobilizing and effectively using investment funds from sources: (i) state sector funds: state budget sources; official development assistance (ODA) and concessional loans, non-refundable aid not included in official development assistance from foreign agencies, organizations, individuals for Vietnam; the operational development fund of medical institutions and other legitimate funds; (ii) non-state sector funds.
- During the development and implementation of specific projects, including those not identified in the priority investment project list, the competent authority that approves or decides on investment policies will determine the location, acreage, scale, capacity of the project, investment allocation of works, projects in line with the ability to mobilize resources, practical requirements and strictly in accordance with current legal provisions.
