Guidelines for registration and retention of results for implementing scientific and technological tasks using state budget funds within the Ministry of National Defense of Vietnam from February 3, 2025, are stipulated in Circular 115/2024/TT-BQP.

On December 19, 2024, the Minister of National Defense of Vietnam issued Circular 115/2024/TT-BQP regulating the collection, registration, retention, and disclosure of information regarding scientific and technological tasks in the Ministry of National Defense.
According to the provisions in Article 11 of Circular 115/2024/TT-BQP, the registration and retention of results of scientific and technological tasks using the state budget in the Ministry of National Defense of Vietnam are conducted as follows:
- Within 45 working days from the date the results of scientific and technological tasks are evaluated and approved by the management council, the organizations and individuals leading the scientific and technological tasks must finalize the dossier according to the council's recommendations (if any) and register the research results.
- The procedure for handing over and receiving the registration dossier of results:
+ For scientific and technological tasks containing state secrets in the field of defense: Agencies, units, organizations, and individuals in charge of the scientific and technological tasks are responsible for preparing the dossier as stipulated in Clause 1, Article 10 of Circular 115/2024/TT-BQP and submitting it to the Department of Military Science for registration of research results.
+ For scientific and technological tasks not containing state secrets in the field of defense: Agencies, units, organizations, and individuals in charge of the scientific and technological tasks are responsible for preparing the dossier as stipulated in Clause 2, Article 10 of Circular 115/2024/TT-BQP and proceeding with online registration via the registration software system of the Department of Military Science.
+ The handing over and receipt of a valid dossier are recorded in the registration dossier receipt form as per Form 7 in the Annex issued together with Circular 115/2024/TT-BQP. In case the dossier requires additional documents, the leading unit must complete them within the next 5 working days. After registration, the dossier is retained at the Department of Military Science according to the regulations on clerical work, document confidentiality, and related documents.
+ The authority competent to register considers the dossier and issues a certificate to the unit or individual leading the science and technology task within 15 working days from the date of receiving the dossier meeting the stipulated conditions.
- In the case of performing scientific and technological tasks under a collaborative research contract between organizations and individuals within the Ministry of National Defense and those outside the Ministry of National Defense, the leading units or individuals register the results according to the stipulations of Circular 115/2024/TT-BQP or following agreements between the parties involved in performing the tasks (this agreement must be recorded in the collaborative research contract).
- For results of scientific and technological tasks with intellectual property protection registration:
+ If the results of the scientific and technological tasks have already been registered for intellectual property protection before being officially appraised by the managing body of scientific and technological tasks, the registration of results is conducted as stipulated in Article 9 of Circular 115/2024/TT-BQP.
+ For results of scientific and technological tasks registered for intellectual property protection after being officially appraised, the registration of results is conducted as stipulated in Article 9 of Circular 115/2024/TT-BQP within 5 working days from the date of filing the intellectual property protection application, but not later than 60 working days from the official appraisal date.
