Regarding this issue, LawNet would like to answer as follows:
On December 25, 2023, the Prime Minister issued Directive 32/CT-TTg on continuing to promote fundamental and comprehensive innovation in general education.
To continue promoting fundamental and comprehensive innovation in general education according to resolutions of the Party, the National Assembly, and the National Assembly Standing Committee, the Prime Minister requested the Ministry of Education and Training to focus on implementing the following key tasks:
(1) Develop a Government Action Plan to implement Resolution 686/NQ-UBTVQH15 and submit it to the Government in December 2023.
(2) Complete the Project for investment in facilities and minimum teaching equipment to meet the requirements for implementing the 2018 General Education Program and submit it to the Prime Minister in 2024.
(3) Continue to perfect and develop the 2018 general education program in accordance with set goals and requirements.
(4) Complete the planning of the network of higher education and pedagogical institutions, submit to the Prime Minister in December 2023.
(5) Summarize the implementation of 2018 general education curriculum and textbook innovation; on that basis, propose a plan and report to the Government to submit to the National Assembly the organization of compiling a set of textbooks according to the provisions of Resolution 88/2014/QH13 in 2025.
(6) Issue guiding documents on textbook pricing methods, ensuring strict control of production and distribution costs to reduce textbook costs.
(7) Promote propaganda work and strengthen inspection and examination of the implementation of innovation in general education programs and textbooks.
At the same time, the Ministry of Education and Training and the Ministry of Labor, War Invalids and Social Affairs urgently unify the curriculum and content of all levels in the national education system.
The Ministry of Education and Training is responsible for monitoring and urging relevant ministries, agencies, and localities to implement Directive 32/CT-TTg and promptly reporting to the Prime Minister any problems or difficulties during the implementation process.
In addition, the Prime Minister also directed ministries, branches, and People's Committees of provinces and centrally-run cities to implement the following contents:
- Ministries, branches, relevant agencies, and localities:
+ Based on assigned functions and tasks, continue to focus on effectively implementing the goals, targets, groups of tasks, and solutions set out in Resolution No. 29-NQ/TW of the Central Government.
+ Urgently review, advise, and submit to competent authorities to amend, promulgate, or promulgate according to authority documents as required in Resolution 686/NQ-UBTVQH15 of the National Assembly Standing Committee, completed in 2024.
- The Ministry of Home Affairs directs, inspects, and urges localities to recruit teachers according to their assigned staff, overcoming the situation of surplus and shortage of teachers at educational establishments.
- The Ministry of Finance allocates budgets for education, training, and funds to implement the 2018 general education program according to the provisions of the State Budget Law.
- The Ministry of Planning and Investment continues to synthesize and submit to competent authorities additional medium-term public investment plans for the 2021–2025 period for localities to implement programs, schemes, and projects to enhance facilities and teaching equipment.
- People's Committees of provinces and centrally run cities are responsible for:
+ Review planning and development of the network of general education establishments; planning land funds used for education and training. Promote socialization and mobilize investment resources for education.
+ Continue to effectively implement the Project to develop the team of teachers and educational administrators and synchronously implement solutions to solve the situation of teacher surplus and shortage; Recruit teachers to ensure the full number of staff assigned by competent authorities.
+ Prioritize investment resources in physical facilities and teaching equipment for general education establishments to meet minimum needs according to the 2018 General Education Program.
+ Develop and implement a plan to support textbooks for students in policy areas, poor households, students with difficult family circumstances, remote areas, and students in ethnic minority areas.
+ Organize inspection, supervision, synthesis, and evaluation of the situation and results of task implementation; send it to the Ministry of Education and Training before August 15 every year to summarize and report to the Prime Minister.
