Regarding this issue, LawNet would like to answer as follows:
On March 5, 2024, the Government issued Resolution 28/NQ-CP at the regular Government meeting in February 2024.
Based on the discussion of Government Members, opinions of delegates attending the meeting, and the conclusions of the Prime Minister at the regular Government Meeting in February 2024, held on March 2, 2024.
The Government assigns the Ministry of Home Affairs to preside over and coordinate with agencies and localities:
- Concentrate resources, continue to innovate, and improve quality and efficiency in organizational structure and staffing; civil service, civil servants; building local government; Complete standards and titles of civil servants and standards of leadership and management positions for officials at all levels.
Urge ministries, agencies, and localities to complete the development and approval of job positions for cadres, civil servants, and public employees in March 2024 to implement salary policies; Closely coordinate with relevant agencies to promptly respond and provide guidance in case of any problems.
- Complete the Decree on new salary regimes for subjects under the Government's authority; Coordinate with relevant agencies of the Party and the National Assembly to submit to competent authorities for the issuance of decisions on new salary regimes under the management authority of agencies of the Party and the Fatherland Front and socio-political organizations of the National Assembly and the National Assembly Standing Committee. Urgently complete the draft Report to submit to the Politburo to implement the new wage policy and report to the Prime Minister and the Steering Committee for wage reform.
- Continue to innovate and improve the quality and efficiency of evaluating the administrative reform index (PAR INDEX) and the Satisfaction Index of people and organizations with the service of state administrative agencies (SIPAS); Strengthen inspection and supervision of administrative reform implementation by ministries, agencies, and localities.
In addition, according to Resolution 01/NQ-CP in 2024, the Government also requires continuing to improve and build a streamlined apparatus that operates effectively and efficiently; further promote the prevention and combat of corruption, negativity, waste, and group benefits; and tighten discipline and administrative discipline. In it, it is clearly stated:
- Deploy synchronously, comprehensively, effectively, and implement salary policy reform according to Resolution 27-NQ/TW dated May 21, 2018 of the Central Executive Committee on salary policy reform for officials, public employees, armed forces, and employees in enterprises.
To complete arrangement of positions for officials, and public employees in the state administrative system before March 31, 2024;
At the same time, clearly define the responsibilities of each ministry, branch, locality, and leader to serve as the basis for implementing wage policy reform as of July 1, 2024.
- Continue to effectively implement the overall administrative reform program, focusing on institutional reform, organizational reform of the apparatus, officials, public services, and administrative procedures; Focus on building e-Government towards digital Government, promoting national digital transformation. Promote the development of online public service delivery systems to serve people and businesses. Drastically implement and soon complete the goals and tasks in the National Programs and Strategies on Digital Transformation, Digital Government...
