On August 22, 2012, the Ministry of Natural Resources and Environment issued Circular 09/2012/TT-BTNMT regulating the provision and exchange of information and data on genetically modified organisms (GMOs).

According to Article 6 of Circular 09/2012/TT-BTNMT, information and data on genetically modified organisms are published on the biosafety information website and exploited, used according to the legal provisions on the management and use of electronic information on the internet. The exploitation and use of information and data on genetically modified organisms, other than those stipulated in Clause 1 of this Article, shall comply with the regulations of Chapter IV on the provision, exploitation, and use of data on natural resources and environment in Circular 07/2009/TT-BTNMT, dated July 10, 2009, of the Minister of Natural Resources and Environment, specifying some articles of Decree 102/2008/ND-CP, dated September 15, 2008, of the Government of Vietnam on the collection, management, exploitation, and use of data on natural resources and environment.
Note: The General Department of Environment is responsible for providing data on genetically modified organisms to the Cartagena Protocol Secretariat in accordance with the Cartagena Protocol.
Additionally, Article 7 of Circular 09/2012/TT-BTNMT stipulates that the agencies in charge of sectoral and local databases are responsible for providing information and data on genetically modified organisms in written form and sending it to the General Department of Environment. They must also send data files to the email address antoansinhhoc@vea.gov.vn within the time limits specified in Clause 2 of this Article. The time limits for providing information and data on genetically modified organisms are:
- Within five (05) working days, from the date of issuance of the document for the information and data defined in point d, Clause 2, Article 2 of this Circular;- Within three (03) working days, from the date of the final conclusion for inspection reports, handling cases of unintentional transportation of genetically modified organisms; reports on the inspection, handling, and remediation of incidents involving genetically modified organisms, as stipulated in point d, Clause 2, Article 2 of this Circular.
