Three types of injectable drugs for use in execution by lethal injection effective from April 15, 2020

In Article 4 of Decree 43/2020/ND-CP, it stipulates the types of injectables used for the execution of death sentences, which include:

- Anesthetic drug;- Paralytic agent;- Cardiac arrest drug.

Note: The drugs used for the execution of death sentences must comply with the following regulations:

- One dose includes the three types of drugs specified in Clause 1 of this Article and is used for one person.- The drugs used for the execution of death sentences are to be supplied by the Ministry of Health upon request of the Ministry of Public Security and the Ministry of National Defense.- The drugs must be stored under conditions specified on the label and guidelines provided by the supplying unit. The handover of the drugs must be documented in a handover record, sealed, and strictly managed according to legal provisions.

Additionally, the Decree stipulates that participants in the execution of death sentences will receive the following policies:

- Members of the execution team are entitled to a compensation of three times the statutory pay rate for executing a death sentence on one person and a 10-day rest period according to general rest policies for officers and soldiers of the People’s Public Security and the People’s Army.- Members of the execution council, prison guards, recording staff, photographers, interpreters, personnel responsible for fingerprinting the executed person, those who perform the enshrouding and burial of the corpse are entitled to a compensation of one time the statutory pay rate for executing a death sentence on one person.- Those responsible for ensuring security and order; representatives of the commune-level People's Committee; investigators are entitled to a compensation of half the statutory pay rate for executing a death sentence on one person.
