The Ministry of Labor, War Invalids and Social Affairs of Vietnam: Economic-technical norms in vocational education and training reviewed periodically
To be specific, in Article 12 of Circular 07/2020/TT-BLDTBXH, the responsibilities of the Ministry of Labor, War Invalids and Social Affairs concerning the establishment, appraisal, and issuance of economic-technical norms for training applied in the field of vocational education in Vietnam are specified as follows:
- Organize the establishment and issuance of economic-technical norms for training sectors and professions, and guide the application of these norms in the training sectors and professions.
- Periodically review, promptly evaluate, adjust, and supplement the issued economic-technical norms for training to suit the annual socio-economic conditions and characteristics.
- Develop a phased plan and allocate resources to implement the establishment and issuance of economic-technical norms for training; consolidate the overall situation of implementing economic-technical norms for training in vocational education nationwide.
- Inspect and supervise the establishment and application of economic-technical norms in vocational education.
In addition, ministries and ministerial-level agencies also have responsibilities in the establishment, appraisal, and issuance of economic-technical norms as follows:
- Guide and inspect the application of economic-technical norms for training at vocational education institutions under their management authority;
- Monitor and review the implementation of economic-technical norms at vocational education institutions under their management authority;
- Propose to the Ministry of Labor, War Invalids and Social Affairs the establishment and issuance of economic-technical norms for training in sectors and professions that need them but have not yet been issued or need adjustment and supplementation to suit annual socio-economic conditions and the specific characteristics of each sector and profession under their responsibility.
