Recently, the Government of Vietnam has signed and promulgated Decree 40/2014/ND-CP stipulating the use and preferential treatment of individuals engaged in scientific and technological activities.
In Article 8 of Decree 40/2014/ND-CP, it is stipulated that individuals engaged in scientific and technological activities are provided with the following working conditions:

- Provided with favorable conditions regarding means, equipment, materials, laboratories, experimental facilities, and other necessary conditions from the operating funds of organizations engaged in scientific and technological activities to perform scientific and technological tasks.
- Considered for funding support by the National Science and Technology Development Fund or the Science and Technology Development Fund of various ministries, central authorities, and local authorities for participation in domestic and international scientific conferences; publication of scientific and technological results in reputable international scientific journals; and registration for intellectual property protection domestically and abroad for inventions and plant varieties, except in cases where the expenses for the aforementioned contents have been estimated in the task execution budget.
- Facilitated access to information, databases on science and technology by public scientific and technological information libraries and organizations for the execution of tasks.
- Individuals appointed to scientific titles, technology titles Grade I in public service providers are supported with costs for using national key laboratories when performing scientific and technological tasks using state budget, except where such costs have been estimated in the task execution budget.
