Below is the article about the teaching and learning activities of the special education class in Vietnam from July 1, 2025, as stipulated in Circular 27/2024/TT-BGDDT.

Based on Article 16 of the Regulations issued with Circular 27/2024/TT-BGDDT, the teaching and learning activities of special education classes in Vietnam are regulated as follows:
- Program and education plan
+ The program and education plan of special education classes are implemented according to the regulations for classes at special education schools.
For special education classes at continuing education centers, vocational education - continuing education centers: the education program and plan are constructed based on the specific skills education content, the continuing education program content of the Ministry of Education and Training, ensuring suitability with the abilities and needs of individual students with disabilities;
+ Special education classes conform to the general regulations according to the school's Education Plan, the academic year plan of continuing education centers, vocational education - continuing education centers with special education classes.
- Textbooks and reference materials, assessment and evaluation of student achievements in special education classes are implemented according to regulations for students in special education schools.
- Admissions
+ Annually, schools with special education classes build admissions plans for students with disabilities for the special education classes within the general admission organization plan, submitting to the competent authorities for approval. Publicize the admissions plan and organize admissions according to regulations;
+ Carry out admissions work ensuring transparency, fairness, and objectivity according to regulations;
+ Schools with special education classes report to competent authorities on admission results according to regulations.
- School transfer, class transfer: Students of special education classes who meet the requirements may transfer to other special education schools, centers supporting inclusive education development; special education classes within schools with other special education classes or other classes, schools.
Conduct school transfers and class transfers according to regulations by the Ministry of Education and Training.
Special education schools, schools with special education classes have the responsibility to maintain conditions ensuring education quality according to regulations, specifically through the following activities:
- Develop plans for ensuring quality, set development goals for each period and academic year, and publicize to members within the school and related parties for implementation and supervision.
- Organize reviews and self-evaluations on the implementation of legal regulations and results of implementing period plans, academic year plans. Maintain conditions ensuring quality, plan improvements to enhance education quality.
- Report results to the direct educational management agency for guidance, management, inspection, and monitoring.

Furthermore, special education schools and schools with special education classes are authorized to engage in international cooperation activities in accordance with regulations to improve education quality, meet students' learning needs, and align with actual needs and conditions.
