Technology Transfer Policies in Agriculture

In order to achieve the goal of building new rural areas and ensuring national food security, stabilizing the socio-economic conditions, and protecting the environment in agriculture, it is necessary to have policies encouraging the development of agriculture in a modern direction. To accomplish this objective, the Government of Vietnam has issued Decree 83/2018/ND-CP on agricultural encouragement.

According to Decree 83, the policies on technology transfer in agriculture include: policies on training, coaching, education, information and communication policies, model building and replication policies, and policies encouraging consulting activities, agricultural extension services.

Notably, the model building and replication policy is stipulated as follows:

Policy supporting the construction of demonstration models:

- Demonstration models in difficult, particularly difficult, border, island areas, areas affected by natural disasters, pests, and climate change as announced by competent authorities are supported with up to 100% of the costs of seeds, equipment, and essential materials to build the model;- Demonstration models in midland, mountainous, and coastal areas are supported with up to 70% of the costs of seeds, equipment, and essential materials to build the model;- Demonstration models in delta areas are supported with up to 50% of the costs of seeds, equipment, and essential materials to build the model;- High-tech application models are supported with up to 40% of the total cost of implementing the model (for all areas);- Agricultural production business management models are supported with up to 100% of the implementation cost but not exceeding 100 million VND/model (for all areas);- Support up to 100% of the costs of certifying safe food production facilities and disease-free facilities when participating in constructing the model according to current regulations (for all types of models).

Policy on model replication:

- The state budget supports up to 100% of the costs of organizing training, coaching, information and communication, conferences, seminars, and study tours to replicate the model.

Decree 83/2018/ND-CP takes effect from July 10, 2018, replacing Decree 02/2010/ND-CP.
