This is the content stipulated in Circular 08/2020/TT-BGTVT issued by the Ministry of Transport, which regulates the National Technical Standards for Inland Waterway Signaling in Vietnam.
Buoys indicating the boundaries of the river channel adjacent to the sea channel (A2) are defined by Circular 08/2020/TT-BGTVT as follows:
Shape:
Signal and mark (if any) are cylindrical or triangular flags
Color:
Buoy, mark, and flag are red, with alternating red-white-red-white cylindrical stripes
Light:
One regular flashing light (2s per flash) with a 4s cycle, red light
Meaning:
Indicates "At the position where the signal is placed, it marks the right boundary of the river channel adjacent to the sea channel"

Shape:
Signal and mark (if any) are conical or triangular flags
Color:
Buoy, mark, and flag are green, with alternating green-white-green-white conical stripes
Light:
One regular flashing light (2s per flash) with a 4s cycle, green light
Meaning:
Indicates "At the position where the signal is placed, it marks the left boundary of the river channel adjacent to the sea channel".
