On January 10, 2205, the Minister of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 02/2025/TT-BLDTBXH stipulating the reporting regime for statistics in the Labor, War Invalids, and Social Affairs sector.

- The reporting term is one year, calculated from January 01 to December 31 of the reporting year.

- The Departments of Labor, War Invalids, and Social Affairs of provinces and central-affiliated cities must submit their reports by January 15 of the following year according to the postal mark or through the inter-connection system of the Government of Vietnam (unless otherwise specified by the reporting form).

- General Departments, Departments, Divisions, and Inspectorates of the Ministry consolidate statistical information and send it to the Department of Planning and Finance and the Information Technology Center no later than January 31 of the year following the reporting year.

Form of reporting for the labor, war invalids, and social affairs statistics in Vietnam

- Reports via administrative channels: Reports must be prepared in writing and as electronic data files in Excel spreadsheet format. The written reports must be signed and stamped by the Head of the reporting unit for confirmation.

- Electronic reports: Data and statistics from periodic reports are updated into the statistical data collection system of the Labor, War Invalids, and Social Affairs sector at the address “https://thongke.molisa.gov.vn” on the electronic portal of the Ministry of Labor, War Invalids, and Social Affairs. Aiming to replace paper reports with reports conducted through the electronic environment.

Regulations on reporting policies at ministries and central authorities in Vietnam

- The reporting regime at ministries and central authorities is implemented to collect statistical information within the national statistical indicator system, the statistical indicator system of ministries and central authorities, the provincial, and district statistical indicator systems, and other aggregated statistical information serving the management requirements of the sector and field.

- Agencies and organizations implementing the reporting policies at ministries and central authorities include:

+ Specialized agencies under the Provincial People's Committee, District People's Committee; People's Courts, People's Procuracies at provincial and district levels; specialized agencies under ministries, agencies equivalent to ministries located at the locality;

+ Other agencies and organizations as prescribed by law.

- The authority to issue reporting policies at ministries and central authorities is stipulated as follows:

+ Ministers, Heads of agencies equivalent to ministries, the Chief Justice of the Supreme People's Court, the Prosecutor General of the Supreme People's Procuracy, the State Auditor General issues the reporting policies at ministries and central authorities;

+ Agencies under the Government of Vietnam are responsible for developing and presenting to the Ministers, Heads of agencies equivalent to ministries the management of state sectors and fields to issue reporting policies at ministries and central authorities applicable to the areas assigned.

Rights and obligations of agencies and organizations implementing reporting policies in Vietnam

- Agencies and organizations implementing reporting policies have the following rights:

+ Independence in professional, operational aspects in performing tasks of collecting and aggregating information;

+ Being guided professionally to implement the reporting policies;

+ Being provided with and using data from administrative databases under the management of relevant state agencies to aggregate statistical data;

+ Appeal administrative decisions, administrative acts when there are grounds to believe that the decision or act violates regulations on reporting policies.

- Agencies and organizations implementing reporting policies have the following obligations:

+ Collect, aggregate, prepare, and submit reports as prescribed by reporting policies and guide by competent state agencies; be responsible for the accuracy of the statistical information;

+ Ensure the confidentiality of information relating to agencies, organizations, individuals during the implementation of reporting policies;

+ Not refuse or obstruct the implementation of reporting policies;

+ Be subject to professional checks by the reporting-receiving agency;

+ Be subject to inspection, auditing on professional, statistical operations of specialized statistical inspectors.
