The Ministry of National Defense of Vietnam issued Guidance 4705/HD-BQP regarding the selection and enlistment of citizens for military service in 2025.

Implementing the 2015 Military Service Law; Decision 102/QD-TTg dated September 20, 2024, on calling citizens for enlistment in 2025, specifically, in 2025 the selection and enlistment of citizens (referred to as enlistment) will be conducted in one phase; the enlistment period will be from February 13 to the end of February 15, 2025 (from the 16th to the end of the 18th of the first lunar month of the year of the Snake).

Therefore, the enlistment day in 2025 will be from February 13 to the end of February 15, 2025 (from the 16th to the end of the 18th of the first lunar month of the year of the Snake).

Guidance for military units receiving recruits in 2025 in Vietnam

- Lead and direct the development of an enlistment plan, reception, and training for new soldiers; coordinate closely with localities delivering recruits to ensure enlistment in the right areas, sufficient numbers, quality assurance, and in accordance with standards; delegate capable, responsible, experienced, and appropriately trained officers to the localities for recruitment; after the Enlistment Ceremony, sign strict and compliant enlistment handover records, transport recruits to units on time, ensuring absolute safety; organize the reception attentively and ensure comprehensive policies, material, spiritual life, and disease prevention work for troops from the first day at the unit.

- Conduct stringent reassessments of new soldiers’ standards; cooperate with the localities delivering the recruits and promptly notify any cases not meeting the standards (if any), particularly ensuring replacements that uphold quality, timing, and reporting to the Ministry for further monitoring and direction. Timely review and compile a list of new soldiers and family members eligible for health insurance cards within the prescribed time.

- Thoroughly prepare for new soldier training (especially for new, reorganized units according to Plan 1228/KH-BQP dated April 25, 2022, from the Ministry of National Defense implementing Resolution 230-NQ/QUTW of the Central Military Commission on organizing the People's Army of Vietnam for the 2021-2030 period and beyond). Focus on organizing and properly staffing training frameworks; ensure adequate weapons, equipment, facilities, model tools, fields, and training grounds in compliance with Directive 04/CT-TM dated February 3, 2021, from the Chief of General Staff on organizing new soldier training.

- Regularly maintain discipline and order in adherence to military regulations; strengthen political education, legal dissemination, ideological orientation, and enhance responsibility awareness among soldiers; review, detect, and motivate new soldiers with tattoos or body marks for compliance with deletion and removal regulations; proactively inspect, promptly identify, prevent, and strictly handle any recruiting violations in accordance with the law.

- Units with enlistment quotas that lack conditions to train new soldiers, assigned by the Ministry to be assisted by other units, must regularly coordinate closely with assisting units for strict handover, acceptance regarding personnel numbers before and after training; closely understand the morale, discipline, promptly resolve any emerging issues (if any), and manage personnel numbers according to regulations.

- Regarding the selection and enlistment of female citizens in 2025:

Aside from general conditions and standards as applied to the selection and enlistment of male citizens, female citizens must voluntarily commit to serve in the Army, with confirmation from family representatives and the People's Committee of the commune where they are domiciled, and meet specific conditions and standards as follows:

+ Age requirement: From 18 to 25 years old; citizens with college or university graduation, the age limit is up to 27 years old; unmarried and without children.

+ Health: Meet health type 1, type 2 standards as specified in Circular 105/2023/TT-BQP; specifically, height from 1.60m upwards, well-proportioned physique, and bright military appearance.

+ Technical and professional qualifications: Must graduate from at least intermediate level training; preference for citizens with college or university degrees in fields relevant to the Army's needs. Special talents are processed according to the Ministry of National Defense's particular regulations.

Units tasked with the quota for enlisting female citizens proactively coordinate with localities to properly select individuals that meet the criteria and standards; recruits can be selected across localities nationwide (individual selections) and are calculated into the 2025 local, unit enlistment quota; after recruitment, coordinate and hand over to the Hanoi Capital Command (for northern units) or Military Region 7 Command (for southern units) for training, ensuring complete procedures, timely processing, absolute safety, and management of personnel numbers according to regulations.

Departments and units under the Ministry assigned quotas for female enlistment must direct their respective units to closely coordinate with localities in organizing the selection of female citizens for enlistment, ensuring the meeting of conditions, standards, and bear responsibility before the Minister of National Defense for the quality of female enlistees of the unit.
