On January 13, 2025, the Ministry of Labor, War Invalids and Social Affairs of Vietnam issued Official Dispatch 184/BLDTBXH-VP concerning the strengthening of social welfare and safety measures during the Lunar New Year in 2025 in Vietnam.

The Ministry of Labor, War Invalids and Social Affairs of Vietnam proposes that the People's Committees of provinces and central-affiliated cities direct relevant departments, divisions, and sectors to implement the following measures synchronously and effectively:

- Develop plans and organize visits and give gifts to those who have contributed to the revolution, policy beneficiaries, poor households, near-poor households, people in difficult circumstances, and social protection beneficiaries during the Lunar New Year in 2025, ensuring timely distribution in accordance with policies. This includes being transparent, avoiding duplication, omissions, and misuse of policies, with the principle that all policy beneficiaries will receive gifts before Lunar New Year.

- Promptly disburse allowances for policy beneficiaries and social protection beneficiaries according to conformity. Enhance non-cash disbursement methods of social welfare allowances for social welfare policy beneficiaries with accounts. Focus on reviewing and understanding the living conditions of policy beneficiaries, people in difficult situations (poor households, near-poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority regions, workers, laborers, unemployed people) to ensure material and spiritual wellbeing and offer suitable support policies promptly.

- Review and summarize the number of households and individuals at risk of hunger during the Lunar New Year and the early months of 2025; proactively allocate local budgets and mobilize other legitimate resources to promptly support households suffering from hunger, natural disasters, floods, fires, epidemics, and other force majeure circumstances. If unable to balance and allocate the budget, they should send a document to the Ministry of Finance and the Ministry of Labor, War Invalids and Social Affairs for compilation, suggestion, and submission to the Prime Minister for consideration and decision according to regulations.

- Regularly monitor labor conditions in industrial parks, export processing zones, and economic areas, especially in localities concentrating a large workforce, to facilitate workers’ Lunar New Year holidays and return to work post-Lunar New Year. Monitor to ensure that workers are fully paid salaries and bonuses (if any) and observe Tet holidays in accordance with the law, especially supporting workers experiencing significant income reduction, job loss, or unemployment due to natural disasters, epidemics, or enterprises scaling down production and business. Strengthen inspection, and implement safety and hygiene measures, fire and explosion prevention at production and business establishments; proactively devise solutions to prevent and address potential labor disputes during the Lunar New Year. Implement solutions to maintain the supply chain of human resources, meeting labor demands promptly for enterprises before and after the Lunar New Year.

- Strengthen the protection and care of children, especially those in special circumstances, ethnic minorities, and mountainous areas, and children affected by natural disasters and epidemics, ensuring all children receive joyful, warm Tet celebrations; enhance supervision and inspection of child injury prevention, violence prevention, and gender-based violence prevention during the Lunar New Year; organize healthy, safe, and economical recreational activities for children, protecting them from harmful products, toys, and social vices.

- Regularly monitor drug rehab centers, ensuring policies for staff and students are correctly implemented; absolutely prevent situations of students inciting unrest, escaping, destroying property, and compromising political security and social order in localities during the Lunar New Year.
