Subjects in Poverty Supported with 95% of Costs for Addiction Treatment and Rehabilitation

The Ministry of Finance has issued Circular 73/2017/TT-BTC regulating the management and use of state budget resources to ensure and support health examination costs and treatment expenses for opioid addiction using substitute medications.

According to the circular, applicable subjects include: Opioid addicts who voluntarily participate in opioid addiction treatment with substitution medication in compulsory rehabilitation centers, prisons, detention centers, compulsory educational institutions, and reformatory schools.

The minimum support level is 95% of the health examination and addiction treatment costs for opioid addicts who voluntarily participate in opioid addiction treatment with substitution medication at addiction treatment facilities falling under one of the subjects specified in Clause 3 Article 22 of Decree 90/2016/ND-CP, including: war invalids; persons exposed to chemical toxins with a labor capacity reduction of ≥ 81%; poor individuals; isolated elderly without dependents; orphans; severely and exceptionally severely disabled persons.

Circular 73/2017/TT-BTC is effective from September 1, 2017.
