Steps in Disaster Remediation and Rescue on Railways

The content is specifically stipulated in Circular 01/2010/TT-BGTVT regulating the prevention, combat, and remedy of flood and storm consequences; response to incidents, natural disasters, and rescue activities in railway operations, which has just been promulgated by the Ministry of Transport.

Article 27 of Circular 01/2010/TT-BGTVT stipulates the steps in rescue operations, addressing flood, storm, incident, natural disaster consequences and rescue as follows:

- For road, bridge, culvert, tunnel works:

The rescue time for addressing consequences caused by floods, storms, incidents, natural disasters and rescue is divided into 2 steps as regulated:

- Step 1: From the moment of receiving the telegraphic block on the area due to floods, storms, incidents, natural disasters until receiving the telegraphic speed restoration ≥15km/h.- Step 2: Restoring the works after floods, storms, incidents, natural disasters.

- For the Information Signaling System:

The rescue time for addressing consequences caused by floods, storms, incidents, natural disasters and rescue is carried out in 2 steps as regulated:

- Step 1: From the moment of receiving a telegraph about information signaling disruption due to floods, storms, incidents, natural disasters until resuming communication, restoring signal obstacles to ensure safe train movement. Step 1 includes 2 phases:- Step 2: Restoring, replacing, and supplementing the information and signaling system to ensure the initial technical standard state for stabilized long-term operation.

- For architectural projects within the rail infrastructure system:

The rescue time for addressing consequences caused by floods, storms, incidents, natural disasters and rescue is carried out in 2 steps as regulated:

- Step 1: From the moment of receiving a telegraph about an architectural project incident within the rail infrastructure system disrupted by floods, storms, incidents, natural disasters interrupting rail transport operation management until restoring temporarily to ensure safe transport operation management. Step 1 includes 2 phases:- Step 2: Restoring, replacing, and supplementing the train operation management system and architectural works to ensure the initial technical standard state for stabilized long-term operation.
