On October 28, 2024, the Prime Minister issued Decision 1280/QD-TTg regarding the Plan to implement Conclusion 86-KL/TW on developing Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new phase.
Specifically, the issuance of the Plan to implement Conclusion 86-KL/TW about the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new phase aims to fully, qualitatively, and effectively implement the tasks assigned by the Secretariat in Conclusion 86-KL/TW of 2024. This goal is to strengthen the leadership of the Communist Party, enhance efficiency in state management, and further promote the role of Vietnamese traditional medicine and the Vietnam Oriental Medicine Association in the new phase.
At the same time, it defines the specific tasks and responsibilities of ministries, central and local authorities, the Vietnam Oriental Medicine Association, and relevant agencies in executing the assigned tasks.
Some contents of the Plan to Implement Conclusion 86-KL/TW on developing Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new phase include emphasizing:
(1) Propaganda and raising awareness and responsibility about the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new phase
- Enhancing awareness and responsibility concerning the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association in the new phase. Identifying Vietnamese traditional medicine as an important part of the healthcare system, significantly contributing to public health protection and care. Developing Traditional Medicine contributes to preserving identity, and developing the national treasure of traditional medicine and pharmacy, reflecting Vietnam's spirit of independence, self-reliance, and self-strengthening.
- Promoting the values of Vietnamese Traditional Medicine, the philosophies, and valuable works of renowned physicians; participating effectively in the movement of Vietnamese people using Vietnamese medicine; propagating and expanding good models and practices in developing Vietnamese traditional medicine; concurrently, deeply realizing the perspective that traditional medicine development must be linked with economic development and social security assurance.
(2) Formulating and perfecting mechanisms, policies, and laws to develop Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association
- Continuing to institutionalize and effectively implement Conclusion 86-KL/TW; Directive 24-CT/TW of 2008 by the Central Secretariat of the Communist Party “on developing the Vietnamese Oriental Medicine and the Vietnam Oriental Medicine Association in the new situation” associated with the implementation of the Party Congress XIII resolution and the Communist Party's guidelines on public health protection, care, and promotion in the new situation.
- Continuously researching, reviewing, and proposing to complete the system of legal regulations related to the field of traditional medicine to create a legal framework and conditions for the development of Vietnamese Traditional Medicine and the Vietnam Oriental Medicine Association.
- Researching and proposing policies related to trade promotion for exporting traditional medicine products, including high-quality workforce, treatment methods, services, and traditional medicine products to international markets to serve health care and tourism needs.
- Researching and proposing policies specific to the development of medicinal herbs, especially endemic, high-economic-value medicinal herbs, associated with socio-economic development, poverty alleviation, particularly in ethnic minority areas, remote and isolated areas.
- Researching and proposing specific policies for intellectual property rights registration, honoring, and ensuring the rights of renowned physicians; protecting state secrets in traditional medicine preparation and processing.
