* Objective for Ensuring National Food Security in Vietnam by 2030

General Objective

Ensure adequate food supplies for domestic consumption under all circumstances and partially for export; increase the income of the populace to secure access to quality food and food safety; gradually enhance the stature, physical and mental capabilities of the Vietnamese people.

Specific Objectives

- Ensure food supply

Flexibly utilize the rice land fund, improve the efficiency of rice land usage, maintain stability of 3.5 million hectares of rice cultivation land, annually produce at least 35 million tons of rice, serving as the core foundation for ensuring national food security, meeting the demands of consumption, processing, storage, and export. Develop various types of vegetables and beans over an area of 1.2 - 1.3 million hectares and produce 23 - 24 million tons; fruit trees over an area of 1.3 - 1.4 million hectares with a yield of 16 - 17 million tons; production of various meats at 6.0 - 6.5 million tons, fresh milk at 2.6 million tons, poultry eggs at 23 billion; aquatic products yielding 9 - 10 million tons...

- Ensure access to food for citizens

Rice farmers in large-scale, concentrated commercial rice production areas shall earn an average profit of over 35% compared to production costs. Rural residents’ income will be double that of the year 2020. Develop comprehensive infrastructure, distribution, and circulation systems to enhance access to food for the populace...

- Ensure nutritional needs and food safety

Ensure nutritional needs with a balanced diet, reduce the proportion of rice consumption, increase the use of meat, milk, eggs, fish, various vegetables, and fruits to contribute to improving the quality of life for citizens, especially school-aged children. Increase calorie intake to over 2,500 Kcal/person/day; reduce the malnutrition rate of children under 5 years old with stunted growth to below 19% and underweight to below 10.5%; the obesity rate of children under 5 years old in rural areas to below 5% and urban areas to below 10%.

* Renew policies and mechanisms for ensuring national food security

Renew policies and mechanisms for ensuring national food security is one of the tasks and solutions to ensure national food security.

Improve policies related to land, investment, finance, credit, commerce to support farmers, localities, and enterprises in the production and business of food and foodstuffs, with a focus on rice:

- Adjust policies supporting localities, households in strictly protecting rice land areas, especially double-crop rice land; implement flexible transformations in crop and livestock structures on rice land.

- Adjust and supplement policies to ensure balanced interests between localities focusing on industrial development and those specializing in rice cultivation; provide reasonable support for localities, farming households maintaining stable rice cultivation land.

- Establish policies to attract economic sectors to invest in research, application, transfer of science and technology, develop systems for the storage and preservation, processing of food and foodstuffs.

- Complete mechanisms for flexibly managing the import and export of food and foodstuffs, in alignment with market mechanisms; properly combine circulation reserves with national reserves to ensure response to food aid demands in emergencies.

- Integrate the implementation of tasks supporting the development of food production to alleviate poverty within National Target Programs, Public Investment Programs. Review, amend, and supplement rice subsidy policies for ethnic minority households, mountainous areas. Continue implementing policies to support rice for people in regions facing food shortages due to natural disasters or epidemics.

- Complete legal regulations on inspection, monitoring, and handling of violations related to food and food security; strictly handle actions by organizations, individuals violating regulations on food safety and national food security.
