On October 21, 2024, the Ministry of Information and Communications of Vietnam issued a Plan for enhancing management and minimizing abuse of domain name to violate the law in Vietnam.

On October 21, 2024, the Minister of Information and Communications issued Decision 1811/QD-BTTTT approving the Plan for enhancing management and minimizing abuse of domain name to violate the law in Vietnam.

The goal of the Plan for enhancing management and minimizing abuse of domain name to violate the law in Vietnam is to comprehensively and decisively deploy solutions to minimize domain name abuse, particularly international and cross-border international domain names; to prevent, block, warn, and handle websites and domain names being abused for fraudulent purposes and legal violations on the Vietnamese Internet.

At the same time, it aims to enhance information dissemination, raise awareness among the public and enterprises about safe and reliable domain names and websites through the national domain name promotion program “.vn” - recognizable, safe, and reliable.

The main contents and objectives according to groups of tasks and solutions in the Plan for enhancing management and minimizing abuse of domain name to violate the law in Vietnam are as follows:

(1) Policy Development and Implementation, Management

- Complete content development and implement the Decree replacing Decree 72/2013/ND-CP and the guiding Decree for the Law on Telecommunications ensuring policies, regulatory management, monitoring, and applying penalties for domain name and international domain name abuse actions.

- Develop and propose a Circular to replace Circular 24/2015/TT-BTTTT (guiding the management of internet resources; handling domain name abuse actions; ...).

- Amend and supplement the Registrar Agreement, stipulating the responsibility to promptly handle domain name abuse.

- Organize cooperation and work with international organizations (ICANN, Registry, Registrars with large numbers of abusive domain names in Vietnam) to share information and handle cross-border international domain name abuse issues, in accordance with Vietnamese law.

(2) Technology and Technique

- Develop the 2.0 International Domain Name System, connect with 100% of international domain registrars in Vietnam to manage, monitor, and report regularly and quarterly online.

- Develop a management system for the profiles of international domain name holders in Vietnam.

- Develop tools to detect and warn early of violations, apply technology, artificial intelligence (AI) in the registration of “.vn” domain names.

- Interconnect with national databases on business registration, tax databases, population databases; apply technology to verify and authenticate domain name registration entities (“.vn” domain names, international domain names).

(3) Inspection, Monitoring, Coordinated Handling, and Prevention

- Develop plans and organize annual inspections and monitoring of domain registrars in Vietnam.

- Online monitoring of registration information, website content; apply technology in reviewing and categorizing violations; build a blacklist; send lists to relevant authorities for consideration and handling.

- Develop regulations for coordinated response and rapid handling of domain name abuse for fraud and legal violations between units under the Ministry of Information and Communications.

- Collaborate with other ministries and sectors to receive, share, and handle information about domain name-related abuse and law violations, international domain names, cross-border international domain names on the Vietnamese Internet.

- Monitor Internet security; lead the prevention of cross-border international domain names on the Vietnamese Internet; monitor and detect website attack issues; warn ministries and sectors, large organizations, etc., for handling.

- Organize inspections and handling, impose administrative penalties for domain name abuse according to information and communications regulations.

(4) Training, Workshops, Communication

- Organize conferences, workshops, and training for ".vn" registrars and international domain registrars in Vietnam.

- Develop handbooks and guiding documents for management entities (registrars, domain name holders), manuals for Vietnamese Internet users.

- Organize training on reliable and secure practices, limiting domain name abuse, DNS, DNSSEC, secure email solutions (SPF, DKIM, DMARC), share knowledge about Internet information security.

- Organize communication on safety, reliability, and recognition with Vietnam’s national domain name.

- Organize communication and guidance to support the public and businesses in registering, using, and recognizing safety and reliability on the Internet with Vietnam's national domain name ".vn".

- Organize communication about policies and regulations on management, handling domain name abuse, international domain names, cross-border international domain names on the Vietnamese Internet

More details can be found in Decision 1811/QD-BTTTT, which comes into force in Vietnam from October 21, 2024.
