1. Conditions for the head of facilities providing assistance services in the prevention and control of domestic violence in Vietnam

Conditions for the head of facilities providing assistance services in the prevention and control of domestic violence in Vietnam according to Article 24 of Decree 76/2023/ND-CP are as follows:

- Full civil act capacity, not under criminal investigation or not having undergone administrative sanctions related to domestic violence as stipulated as follows:

+ Possess sufficient health as concluded by a competent medical facility in accordance with legal provisions on health examination;

+ Not under criminal investigation or not having been penalized for administrative violations in the field of preventing and combating domestic violence.

- Hold a university degree or higher in a sector or field related to the registered service as stipulated as follows:

+ For facilities providing counseling services on the prevention and control of domestic violence: The head of the facility must have a university degree or higher in teacher training; health-related fields; psychology; law; sociology; social work;

+ For facilities providing temporary shelter services for victims of domestic violence: The head of the facility must have a university degree or higher;

+ For facilities providing educational services, behavioral modification support for domestic violence: The head of the facility must have a university degree or higher in teacher training; health-related fields; psychology; law; social work;

+ For facilities providing health care services, prevention of mental health issues for domestic violence victims: The head of the facility must have a university degree or higher in teacher training; health-related fields; psychology; sociology; social work;

+ For facilities providing other services related to the prevention and control of domestic violence: The head of the facility must have a university degree or higher in a sector, field suitable to the provided services.

- In cases where the facility registers to provide multiple services as stipulated in Clause 1 Article 40 of the Law on Prevention and Control of Domestic Violence 2022, the head must meet the requirements in Clause 1 and at least one of the qualifications specified in points a, c, d, and dd  Clause 2 Article 24 of Decree 76/2023/ND-CP.

2. Content and Scope of Operations of Other Facilities Participating in the Support for the Prevention and Control of Domestic Violence in Vietnam

The content and scope of operations of other facilities participating in support for the prevention and control of domestic violence according to Article 22 of Decree 76/2023/ND-CP are as follows:

- Other facilities participating in support for the prevention and control of domestic violence are those registered voluntarily by individuals or organizations.

- These facilities enjoy preferential policies as prescribed by law on the prevention and control of domestic violence.

- Activities of other facilities participating in support for the prevention and control of domestic violence include:

+ Engaging in the communication and advocacy of the prevention and control of domestic violence;

+ Supporting resources for the implementation of domestic violence prevention and control tasks;

+ Supporting domestic violence victims with food, clothing, transportation, and other living expenses;

+ Supporting vocational training, job placement for victims of domestic violence and those with violent behavior who are unemployed and seek assistance.

- The scope of operations of other facilities participating in support for the prevention and control of domestic violence includes:

+ Individuals or organizations registered to operate one or multiple activities specified in Clause 3 Article 22 of Decree 76/2023/ND-CP;

+ Individuals or organizations registered to participate in support for the prevention and control of domestic violence for their employees, members, or affiliates.
