Circular 39/2015/TT-BYT stipulates that specialized health inspectors included in the payroll of the General Department, Departments under the Ministry of Health assigned to perform specialized inspection tasks, and Sub-departments under the Department of Health tasked with performing the function of specialized inspection, must meet the following specific standards:
1. Meet the standards set out in Article 12 of Decree No. 07/2012/ND-CP, dated February 9, 2012, of the Government of Vietnam, which stipulates the agencies assigned to perform the function of specialized inspection and specialized inspection activities.
2. Hold a bachelor's degree or higher suitable for the specialty and field assigned to perform specialized inspection tasks.
3. Possess a certificate of training in specialized inspection skills.
Furthermore, the Circular also stipulates that the Head of the General Department, the Heads of Departments under the Ministry of Health, and the Heads of Sub-departments under the Department of Health are to decide on the assignment of specialized health inspection duties to officials in their units. The dossier and procedures for assigning specialized health inspection duties include:
- The personal profile of the official as prescribed;
- A copy of the bachelor's degree or higher relevant to the field assigned to perform specialized inspection tasks (accompanied by the original for comparison).
- A copy of the certificate of training in inspection skills (accompanied by the original for comparison).
Within 07 working days from the receipt of complete and valid dossiers, the Head of the General Department, Department Heads, and Sub-department Heads shall issue decisions assigning officials to perform specialized health inspection duties in their units.
